REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 8 <br /> STAFF <br /> Il <br /> OUNDS <br /> Report Number: 9 2—215WS <br /> GM Report Date: 4-1-92 <br /> AGENDA SESSION DATE April 6, 1992 <br /> DISPOSITION <br /> Item Description: Reduction in Housing Inspection Program <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> SUMMARY; <br /> Housing inspections of multiple dwelling buildings are required <br /> by Municipal Code, Chapter 93, on an annual basis. These are a <br /> part of the Building Inspector's responsibilities. With the <br /> reduction of the building inspector's position to part-time <br /> status, this area can not be adequately handled by the building <br /> inspector. <br /> Inspections have covered common areas, building exteriors, and <br /> interiors of individual units. In buildings with more than 4 <br /> units, staff attempted to inspect 1 unit per floor or 10% of the <br /> units. A significant number of personnel hours are involved in <br /> these inspections. <br /> The reduction of the building inspector position to part-time <br /> requires us to analyze the availability of human resources to <br /> provide the inspections. The Code requires staff to ". . . inspect <br /> the premises of all multiple dwelling buildings on an annual <br /> basis. . . " . Staff is recommending that the level of effort on <br /> these inspections be reduced due to the reduction in the hours <br /> available by the Building Inspector. Our recommendation is to <br /> inspect the common areas and grounds of the multiple dwelling _ <br /> bu-ildings-enIy:Indi-v-i-du-al unit inspections would only be made as <br /> a response to complaints. <br /> The common area inspection would cover Fire Code requirements and <br /> general sanitary conditions. Exterior inspections would be limit- <br /> ed to obvious structural concerns and conditions of the grounds. <br /> Even at this reduced level of effort, staff believes that the <br /> City Planner would need to make a number of the inspections to <br /> enable staff to cover all buildings in the City. Staff is re- <br /> questing Council discussion and direction re_garding_ thelevel__of <br /> effort-to be used for Housing Inspections this year. <br /> Ric e r <br /> City Engineer/Director of Public Works <br /> RECOMMENDATION: <br />
