9-1-17 9-1-17 <br /> K. Parking Layout: Whenever off-street parking is required by this City Code, <br /> a parking layout drawing shall be submitted to and approved by the City <br /> Engineer. The layout shall show all required improvements, access aisles, <br /> entrances to the site and exits from the site, the layout shall be drawn to <br /> scale and shall show all dimensions and shall indicate all information <br /> necessary to determine the employee and customer parking requirements. <br /> The completion of the improvements for parking, according to their plan, <br /> shall be required before a certificate of occupancy may be issued. <br /> Backing a vehicle from an off-street parking space directly into a public <br /> traffic-way creates a traffic hazard. Parking layouts requiring this maneuver <br /> shall not be allowed, except for residential uses exiting onto a non-arterial <br /> street or a street with a low traffic volume. <br /> L. Loading: Parking spaces are not to be combined with loading zones. <br /> 1. Loading Zones: Any retail, hospital, school, wholesale, distributing or <br /> manufacturing establishment shall have a clearly marked loading zone <br /> adjacent to or on the premises of such establishment. Loading zones shall <br /> be located and arranged in a manner which creates no interference with <br /> the vision triangle or the public use of streets and alleys. One loading <br /> zone not less than ten feet by twenty-five feet (10' x 25') and not less than <br /> fifteen feet (15') in height shall be provided for each twenty thousand <br /> (20,000) square feet of floor area. <br /> 2. School Bus Loading: Off-street bus loading area shall be provided <br /> separate and apart from regular parking, for loading and unloading buses <br /> only. <br /> M. The governing body may authorize a special permit to allow a parking lot <br /> in a residential zone for the purpose of meeting the requirements of this <br /> Section, subject to the following limitations: <br /> 1. Notice to the public must be given and a public hearing held by the <br /> Zoning Commission on the request for a special permit in the same <br /> manner in which said notice is given and a hearing is held on a request <br /> for a conditional use permit. <br /> 2. Notice must be given b reregistered mail to all owners of property wilhin <br /> three hundred feet (300') of the land for which the special permit is sought. <br /> 3. A special permit shall not be allowed unless the application shows and <br /> warrants that the provisions of this Section shall be met in the proposed <br /> development of the parking area. The landscaping required shall blend with <br /> the adjacent residential area as set forth in the special permit. <br /> N. Handicap Parking: There shall be one handicapped parking space for every <br /> thirty-five (35) spaces or fraction thereof. Said handicap space shall be <br /> —twelve feet (1-2') wide open on one side to allow–room for individuals in <br /> wheelchairs or individuals requiring the aid of a mechanical device to <br /> egress and ingress from a motor vehicle on a level surface and be located <br /> convenient to a door which accesses the building. <br />
