Mounds View City Council April 9, 2007 <br />Regular Meeting Page 5 <br /> <br />Mayor Marty said that the Ordinance reads no outside sale or service shall exist and gasoline 1 <br />pumps are outside. He then said that when they upgrade they might like to do pay at the pump so 2 <br />that maybe should be changed. 3 <br /> 4 <br />Community Development Director Ericson said that the Planning Commission discussed that 5 <br />matter and then explained that the intent is to keep pop, pallets of salt, or other things from 6 <br />stacking up outside and will not prevent pay at the pump. 7 <br /> 8 <br />Mayor Marty said that it would be nice if the City could get a bit of an easement on the south side 9 <br />of the property line but, as Staff and Council have found out, that property had been there for 10 <br />years and years and the City granted the property lines and now there is a line through a building. 11 <br /> 12 <br />Council Member Mueller said that as long as she has lived here this little commercial area has 13 <br />been a wonderful partner to the community and it is extremely convenient for those that live in 14 <br />the area and she is happy that they think enough of the City to expand The Station here rather 15 <br />than leaving. 16 <br /> 17 <br />Council Member Flaherty said that this is the only property that has a property line running 18 <br />through a building and he is in favor of making this a conforming property to conform to the 19 <br />Code. 20 <br /> 21 <br />MOTION/SECOND: Mueller/Flaherty. To Waive the Reading and Introduce the First Reading 22 <br />of Ordinance 788, an Amendment to the Mounds View Zoning Code: Amend Chapter 1102 to 23 <br />Define a Neighborhood Motor Fuel Station and Amend Chapter 1113 to Allow a Neighborhood 24 <br />Motor Fuel Station as a Conditional Use in a B2 District 25 <br /> 26 <br />Council Member Stigney said that this is a good idea to fit into B2 instead of B3 and what is 27 <br />really being done is putting in four fuel dispensing pumps to be able to fuel eight vehicles at one 28 <br />time and that is intensifying the use so he cannot support it. 29 <br /> 30 <br />Mayor Marty said that The Station did have four pumps originally, and two were removed a few 31 <br />years ago then, based on need, they are in need of additional pumps to accommodate more 32 <br />vehicles to avoid creating a traffic jam. He then said that they have purchased additional 33 <br />property to eliminate the issues on the property and allow for this expansion. 34 <br /> 35 <br /> Ayes – 3 Nays – 1(Stigney) Abstain – 1(Hull) Motion carried. 36 <br /> 37 <br /> D. Public Hearing to Consider a Minor Subdivision and Conditional Use Permit 38 <br /> for the Property Located at 2280 County Road I, “The Station” 39 <br /> 40 <br />Planner Heller explained that The Station is acquiring some additional property and asking for a 41 <br />conditional use permit for a motor fuel station in a B2 district, based on the revisions to the code 42 <br />addressed in the previous action.. 43 <br /> 44 <br />Planner Heller reviewed the minor subdivision request with the Council. 45
