These residents <br /> would incur significantly higher costs to connect to City water than <br /> residents with mains adjacent to their property: In some cases this <br /> could easily be triple the normal connection cost. The major concern <br /> for these residents is the health aspects of maintaining a primary <br /> drinking water supply with a private well. <br /> Staff recommends that Chapter 70 of the Municipal Code be modified to <br /> allow these residents to maintain their private well as their source <br /> of drinking water and require these residents to have their water <br /> tested each spring and fall . Copies of the test reports should be <br /> submitted to City Hall. Staff recommends testing these private wells <br /> for bacteria and nitrates. Wells which fail the nitrate test should be <br /> either fitted with a treatment unit or abandoned. <br /> The attached ordinance revises Chapter 70 to allow the use of private <br /> wells in the circumstances discussed above. <br /> Ric Mine r <br /> City Engineer/Director of Public Works <br /> RtECOMMENDATION: <br /> Staff recommends the first reading of Ordinance No. 503 on Monday, <br /> April 13, 1992; and second reading and adoption on Monday, April 27, <br /> 1992. <br />
