PAGE TWO <br /> APRIL 9, 1992 <br /> 4 . The City is in the process of updating and amending the City's <br /> Comprehensive Plan, including the Zoning Code, which could <br /> affect the siting of Adult Uses-Principal within the City. <br /> 5. It is the desire of the Council to study, and if necessary <br /> implement, changes to its Comprehensive Plan to provide <br /> for the orderly development of the City and to preserve the <br /> public peace, health, welfare and safety of its citizens. <br /> 6. The City Council finds it to be in the best interests of the <br /> City to adopt an interim ordinance placing a one year <br /> moratorium on the locating of Adult Uses-Principal within <br /> certain specified distances from churches, residential <br /> zoning district boundaries, schools, and youth facilities in <br /> order to protect the integrity of the planning process, and <br /> theon-going process of the updating and amendment of the <br /> Comprehensive Plan. <br /> Because this action is a first reading of the ordinance it is <br /> necessary to read the complete ordinance into the record unless <br /> the Council, by a majority vote waives the actual reading. <br />
