Mounds View City Council April 23, 2007 <br />Regular Meeting Page 11 <br /> <br /> 1 <br />Council Member Flaherty asked who would draft the Joint Powers agreement and at what cost. 2 <br /> 3 <br />Director Lee explained that Kennedy & Graven would do so and the costs should not be much 4 <br />as there was already one done that can just be amended. 5 <br /> 6 <br />City Attorney Riggs estimated that drafting the document would cost a couple hundred dollars. 7 <br /> 8 <br />MOTION/SECOND: Flaherty/Mueller. To Waive the Reading and Approve Resolution 7072, 9 <br />Authorizing the Preparation of a Joint Powers Agreement and Setting a Public Improvement 10 <br />Hearing Date for the 2007 Seal Coat Project. 11 <br /> 12 <br /> Ayes – 4 Nays – 0 Motion carried. 13 <br /> 14 <br />Staff asked for direction on how to handle notice for this project and whether direct mailing is 15 <br />necessary to residents along the streets scheduled for seal coating. 16 <br /> 17 <br />Council directed Staff to post it on the website and in the newspaper. 18 <br /> 19 <br />9. JUST AND CORRECT CLAIMS 20 <br /> 21 <br />Council Member Mueller asked, on Page 16, for clarification on the donation and what fund it 22 <br />will go into. 23 <br /> 24 <br />Finance Director Beer said that twice per year Bethlehem Lutheran Church makes a donation and 25 <br />it is distributed throughout the City. This will be put into the Y Partners. 26 <br /> 27 <br />Acting Mayor Stigney explained that the gift is in lieu of paying taxes. 28 <br /> 29 <br />MOTION/SECOND: Mueller/Hull.
