Samantha Orduno, City Administrator, reviewed Staff Report No. <br /> 92-241C regarding the second reading of Ordinance No. 509 Placing <br /> a Moratorium on the Siting of Adult Uses-Principal as Defined <br /> Herein within Any Zoning District of the City of Mounds View. <br /> Orduno explained that adopting this ordinance gives the City <br /> time to complete the Comprehensive Plan and the amendments to <br /> the Zoning Ordinance and establish some regulations for this <br /> type of use. <br /> MOTION/SECOND: Quick/Wuori to waive the second reading and <br /> adopt Ordinance No. 509 Placing a Moratorium on the Siting <br /> of Adult Uses-Principal as Defined Herein within Any Zoning <br /> District of the City of Mounds View <br /> Ordinances require a roll call vote: 411 <br /> VOTE: Mayor Linke - yes <br /> Councilmember Wuori - yes <br /> Councilmember Blanchard - yes <br /> Councilmember Rickaby - yes <br /> Councilmember Quick - yes <br /> Motion Carried <br /> 3 . Ric Minetor, Director of Public Works/City Engineer, reviewed Staff <br /> Report No. 92-242C regarding Ordinance No. 503 Amending Chapter 70 <br /> of the Mounds View Municipal Code to Allow Use of Private Wells for <br /> Residences-net-Adj-ae-ent to-City-Water-Mains. Mi-net-or-stated that <br /> this ordinance provides that those residents who have private wells <br /> and do not have a water main adjacent to their property will be <br /> allowed to continue to use their private well until a water main <br /> becomes adjacent to their property. The connection to the City <br /> water system would be very costly if a water main was not adjacent <br /> to the resident's property. <br /> Councilmember Quick commented that there were also two other <br /> provisions to this ordinance. The first being regular testing of <br /> the water and the second treatment of the water. <br /> MOTION/SECOND: Rickaby/Blanchard to waive the second reading and • <br /> adopt Ordinance No. 503 Amending Chapter 70 of the Municipal Code <br />
