Samantha Orduno, City Administrator, reviewed Staff Report No. <br /> 92-279C Rescheduling the July 6, 1992 Work Session to July 7, <br /> 1992. Orduno stated that on the first of the year the Council <br /> adopts a resolution rescheduling all Council Meetings and Work <br /> Sessions that fall on legal holidays. Even though the 4th of July <br /> falls on Saturday this year, a number of employees have <br /> asked for a four day holiday over the 4th of July. In order to <br /> grant the four days, staff would encourage the City Council to <br /> move the scheduled Monday, July 6th Work Session to Tuesday, July 7. <br /> . MOTION/SECOND: Wuori/Rickaby to adopt Resolution No. 4231 Amending <br /> Resolution No. 4159 Rescheduling City Council Meetings Falling on Legal <br /> Holidays <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> 4. Ric Minetor, Director of Public Works/City Engineer, reviewed Staff <br /> Report No. 92-280C Regarding City Wide Parking Restrictions. Minetor <br /> stated that the Council discussed the concept of a City Wide parking <br /> ban between the hours of 2 :00 a.m. and 6:00 a.m. with staff at the May <br /> 4 Work Session. Staff has prepared an ordinance that would implement <br /> this parking restriction. If the Council is in favor of proceeding on <br /> this Ordinance, the first reading can be held tonight. The second <br /> reading could then be set for June 22, 1992 . <br /> Minetor stated that if the ordinance were approved, signing would occur <br /> near the end of July. At this time, staff is suggesting placing signs <br /> at every road entering the City, and possibly at major intersections <br /> within the City. <br /> MOTION/SECOND: Quick/Wuori to approve and waive the first reading <br /> of Ordinance No. 511 Regarding City Wide Parking Restrictions <br /> 'Councilmember Rickaby stated that she is opposed to this ordinance <br /> because of the way in which it reads. The ordinance states that signs <br /> will only be placed at entrances to the City and major intersections. <br /> . This would be very difficult to enforce. Rickaby stated buying enough <br /> signs to be able to enforce this parking restriction would cost the <br /> City more money than it was saving. <br />
