APPROVED <br /> Mounds View City Council Page Fou <br /> Regular Meeting May 26, 199 <br /> Rickaby further stated that the section of the ordinance that states <br /> " . . .no person shall stop, stand, or park a motor vehicle, . . . " seems to <br /> be very broad and very difficult to enforce. <br /> Rickaby also stated that when the Robert's Off 10 issue was discussed <br /> that people had problems with parking restrictions. These persons had <br /> stated that everyone in the household worked and that in some cases <br /> there were five cars. Rickaby stated that nowadays with taxes and <br /> other payments the way they are, everyone in the household has to work. <br /> The city has not made any provisions for these cases where there are <br /> five in the family and five working. Rickaby stated that the problems <br /> with this parking restriction addressed by the people haven't been <br /> resolved. Rickaby stated that she isn't comfortable with passing an <br /> ordinance to prevent these people from parking on the street without <br /> speaking to them further. Rickaby stated she is opposed to this <br /> action. <br /> Sue Janssen, who gave her address as living on Clearview, stated that <br /> she is opposed to this parking ban. She stated that she has lived in <br /> Mounds View since 1967 and there has been no problem with plowing or <br /> any kind of parking in this town. Ms. Janssen stated that she is upset <br /> because the City is trying to take the parking away without notifying <br /> the village people. Ms. Janssen also stated that she found nothing <br /> regarding these parking restrictions in the New Brighton Bulletin, <br /> which is to be the City's official newspaper and Ms. Janssen stated <br /> that this is against the law that the City is to publish notice of this <br /> type of change. Ms. Janssen wanted to know whose idea it was. This <br /> issue has been discussed in the past and the reason it goes nowhere is <br /> that no one wants it. Ms. Janssen stated that no one she has spoken <br /> with wants parking restrictions. Ms. Janssen further stated that her <br /> son, Michael, was at the Council meeting a couple of weeks ago to ask <br /> about parking restrictions and was told at this time the Council was <br /> not working on it and that was a lie. <br /> Mayor Linke warned Ms. Janssen to not make accusations or charges that <br /> she could not substantiate. <br /> At this point, Ms. Janssen calmed down and apologized admitting that <br /> she was just very upset about the parking restrictions. Ms. Janssen <br /> asked if there were private meetings held on this issue. <br /> Mayor Linke stated that the Council does not hold private meetings <br /> and that this issue had been talked about previously. Mayor Linke <br /> explained the process of ordinance changes such as this. <br /> Ms. Janssen went on to say that she had heard that the City was <br /> laying off an officer so how could the City afford to buy all the sign <br /> it would take to post the parking restrictions. <br />
