Item No. 8H <br />Meeting Date: September 10, 2007 <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: Jim Hess, Engineering/IS Technician <br /> <br />Item Title/Subject: Resolution 7156 Approving an Annual Service <br />Agreement with Trane Building Services for City <br />Hall HVAC Maintenance <br /> <br />Background: <br />During the City Hall rehabilitation project, upgrades were made to the Heating, <br />Ventilation and Air Conditioning systems (HVAC). Three roof top air handling <br />units were replaced. Many new heating and air conditioning zones were added to <br />the building incorporating Variable Air Volume (VAV) valves. To monitor and <br />control all of the new features of the HVAC system a building automation system <br />(BAS) was also installed. <br /> <br />Before the rehabilitation to city hall no HVAC service agreement was in place. <br />Service was performed when it was discovered that a system component had <br />failed. Typically, only filter and belt replacement was performed by city <br />maintenance staff. All other repairs and maintenance were performed by an <br />outside source. <br /> <br /> <br />Discussion: <br />Due to the complexity of the new HVAC and BAS systems more preventative <br />service is needed to maintain and verify that all systems and components are <br />functioning properly. With an annual service agreement seasonal start up and <br />shutdown procedures will be professionally performed. There are also other cost <br />saving the City will realize by having the HVAC properly set and maintained for <br />maximum performance and efficiency. <br /> <br />In addition to start up, shut down, and maintenance, boiler tending is also <br />required. Boiler tending is a requirement by the cities insurance company, the <br />League of MN Cities Insurance Trust. Boiler tending involves the posting of a <br />boiler license and monthly logs during the heating season. It should be noted <br />that the Public Works Department has an employee who has volunteered to <br />perform this duty and has the necessary operating engineer’s license to perform <br />boiler tending. This is a cost savings of approximately $650.00 per year.
