Public Hearing, Second Reading and Adoption of Ordinance 798, an 9 <br /> Ordinance Amending Chapter 1113 of the Mounds View Zoning Code 10 <br /> Related to Therapeutic Massage Businesses 11 <br /> 12 <br />Community Development Director Ericson noted that this is in response to a deficiency in the 13 <br />Code relating to therapeutic massage businesses. The City has an application submitted for this 14 <br />type of business and determined that the Zoning Code did not designate where these types of 15 <br />businesses are to be located. Staff recommends approval of the Amended Ordinance and 16 <br />authorization to publish a summary of the ordinance. 17 <br /> 18 <br />Mayor Marty opened the public hearing at 8:49 p.m. 19 <br /> 20 <br />Hearing no public comments, Mayor Marty closed the public hearing. 21 <br /> 22 <br />MOTION/SECOND: Mueller/Hull. To Waive the Reading and Adopt Ordinance 798, an 23 <br />Ordinance Amending Chapter 1113 of the Mounds View Zoning Code Related to Therapeutic 24 <br />Massage Businesses. 25 <br /> 26 <br />Council Member Stigney asked when the change will be made in the Code. 27 <br /> 28 <br />Director Ericson said that he has asked Kennedy & Graven to review the licensing provisions and 29 <br />suggest any necessary changes. Director Ericson indicated that a presentation will be provided to 30 <br />Council when the opinion is received from the City Attorney’s office. 31 <br /> 32 <br />ROLL CALL: Marty/Stigney/Hull/Mueller 33 <br /> 34 <br /> Ayes – 4 Nays – 0 Motion carried. 35 <br /> 36 <br /> C. Resolution 7147, Certification of Proposed General Fund Budget and 37 <br /> Property Tax Levy for Fiscal Year 2008 38 <br /> 39 <br />Finance Director Beer explained that the City must certify a general fund budget and levy to the 40 <br />County Auditor by September 15, 2007. The general fund levy increase proposed is at 0% and 41 <br />the general fund budget was provided. 42 <br /> 43
