Mounds View City Council September 10, 2007 <br />Regular Meeting Page 10 <br /> <br />Mayor Marty noted that at the last work session, when Council went through this line by line, he 1 <br />had nothing of the magnitude that Staff cut but he did have some questions. Mayor Marty asked 2 <br />whether the Staff has looked at this to see if any more can be shaved off. 3 <br /> 4 <br />Finance Director Beer indicated that it would be difficult to shave any more off the budget. 5 <br /> 6 <br />Mayor Marty pointed out on Page 10, office of City Administrator, $1,350.00 for election judge 7 <br />meals and he is wondering if this is necessary. 8 <br /> 9 <br />Finance Director Beer indicated that there is training involved and meals are an incentive to 10 <br />attract election judges rather than higher dollar per hour wages. 11 <br /> 12 <br />Administrator Ulrich indicated that there may be a hundred dollars here or there but, this is a best 13 <br />estimate of expenditures and this is a very lean budget. Administrator Ulrich explained that this 14 <br />is a preliminary levy and further changes can be made prior to the Final Levy being adopted. 15 <br /> 16 <br />Finance Director Beer explained that this would be the third year in a row that the City has 17 <br />certified a 0% levy increase. Director Beer indicated that he would not recommend doing so any 18 <br />more. 19 <br /> 20 <br />Council Member Stigney indicated that the City used to budget for one police car one year, and 21 <br />the second year budget for two. Now, it seems that the City is budgeting for two cars every year. 22 <br /> 23 <br />Staff and Council discussed police vehicles and the potential to cut one vehicle. Staff will 24 <br />discuss the matter with the Chief. 25 <br /> 26 <br />Barbara Haake said that she feels that the Staff and Council have done an excellent job of cutting 27 <br />to stay at a 0%. She then said that with a 5% cap there is concern with continuing to approve a 28 <br />0% increase. 29 <br /> 30 <br />Finance Director Beer indicated that the City has money in the bank, but when it is gone, there is 31 <br />no means to make it up, due to the 5% limitation. 32 <br /> 33 <br />MOTION/SECOND: Mueller/Hull. To Approve Resolution 7147, a Resolution Certifying the 34 <br />Proposed General Fund Budget and Property Tax Levy for Fiscal Year 2008. 35 <br /> 36 <br />Council Member Stigney requested that the Resolution be read. 37 <br /> 38 <br />Mayor Marty read Resolution 7147. 39 <br /> 40 <br /> Ayes – 4 Nays – 0 Motion carried. 41 <br /> 42 <br /> D. Resolution 7148, Establishing Public Hearing Dates for the Proposed General 43 <br /> Fund Budget and Property Tax Levy 44 <br /> 45
