Mounds View City Council September 10, 2007 Regular Meeting Page 10 Mayor Marty noted that at the last work session, when Council went through this line by line, he 1 had nothing of the magnitude that Staff cut but he did have some questions. Mayor Marty asked 2 whether the Staff has looked at this to see if any more can be shaved off. 3 4 Finance Director Beer indicated that it would be difficult to shave any more off the budget. 5 6 Mayor Marty pointed out on Page 10, office of City Administrator, $1,350.00 for election judge 7 meals and he is wondering if this is necessary. 8 9 Finance Director Beer indicated that there is training involved and meals are an incentive to 10 attract election judges rather than higher dollar per hour wages. 11 12 Administrator Ulrich indicated that there may be a hundred dollars here or there but, this is a best 13 estimate of expenditures and this is a very lean budget. Administrator Ulrich explained that this 14 is a preliminary levy and further changes can be made prior to the Final Levy being adopted. 15 16 Finance Director Beer explained that this would be the third year in a row that the City has 17 certified a 0% levy increase. Director Beer indicated that he would not recommend doing so any 18 more. 19 20 Council Member Stigney indicated that the City used to budget for one police car one year, and 21 the second year budget for two. Now, it seems that the City is budgeting for two cars every year. 22 23 Staff and Council discussed police vehicles and the potential to cut one vehicle. Staff will 24 discuss the matter with the Chief. 25 26 Barbara Haake said that she feels that the Staff and Council have done an excellent job of cutting 27 to stay at a 0%. She then said that with a 5% cap there is concern with continuing to approve a 28 0% increase. 29 30 Finance Director Beer indicated that the City has money in the bank, but when it is gone, there is 31 no means to make it up, due to the 5% limitation. 32 33 MOTION/SECOND: Mueller/Hull.
