Mounds View City Council September 10, 2007 Regular Meeting Page 16 1 Council Member Stigney asked if the person could be used as a working foreman until the 2 supervisory is needed. 3 4 Director Lee indicated he is proposing moving away from a working foreman, and toward a 5 supervisory and administrative person. He then said that he has not been over to public works 6 for a month. There are people stepping up to help out but, they do not have the skill sets to do all 7 the duties of a supervisory position. 8 9 Ayes – 4 Nays – 0 Amendment carried. 10 11 12 E. Resolution 7153, Appointing Jim Ericson as Interim City Administrator 13 14 Council Member Mueller said that she has received a number of telephone calls regarding the 15 discussion at the work session, and a lot of people came away with the impression that the City 16 was appointing Jim as the new City Administrator. Council Member Mueller clarified that this is 17 an interim position, and it will be posted for, and Jim would apply and compete with the other 18 applicants for it. 19 20 MOTION/SECOND: Mueller/Hull. To Waive the Reading and Approve Resolution 7153, 21 Appointing Jim Ericson as Interim City Administrator. 22 23 Council Member Stigney said that Council agreed to not spend $9,000 on a search and offer the 24 job to Jim in the interim and, if the duties are handled, then the job goes to Mr. Ericson. 25 26 Council Member Hull agreed. 27 28 Mayor Marty said that he was in the minority position. He then said that he would like to call an 29 executive session concerning this personnel matter, because he has had emails and phone calls in 30 this regard. 31 32 Council Member Mueller said that she thought there was discussion of three companies who 33 offered to do an executive search, and Council discussed that there was not a need to do that, but 34 understood that there were vehicles where the position could be posted. She then said that she 35 knows that Mr. Ericson has done a great job in the past. She knows he would welcome the 36 competition, and she feels this position should be posted for the residents and Jim who deserves 37 to know he would have gotten the position as the best candidate, not just the cheapest way to get 38 the job filled. 39 40 Mayor Marty indicated that was his suggestion, and no one else went along with it. He then said 41 that he wants to avoid the appearance of special treatment or just taking the easiest candidate, and 42 the costs for an executive search would be offset by not having an Administrator salary to pay for 43 a few months. 44 45
