Mounds View City Council September 10, 2007 <br />Regular Meeting Page 16 <br /> <br /> 1 <br />Council Member Stigney asked if the person could be used as a working foreman until the 2 <br />supervisory is needed. 3 <br /> 4 <br />Director Lee indicated he is proposing moving away from a working foreman, and toward a 5 <br />supervisory and administrative person. He then said that he has not been over to public works 6 <br />for a month. There are people stepping up to help out but, they do not have the skill sets to do all 7 <br />the duties of a supervisory position. 8 <br /> 9 <br /> Ayes – 4 Nays – 0 Amendment carried. 10 <br /> 11 <br /> 12 <br /> E. Resolution 7153, Appointing Jim Ericson as Interim City Administrator 13 <br /> 14 <br />Council Member Mueller said that she has received a number of telephone calls regarding the 15 <br />discussion at the work session, and a lot of people came away with the impression that the City 16 <br />was appointing Jim as the new City Administrator. Council Member Mueller clarified that this is 17 <br />an interim position, and it will be posted for, and Jim would apply and compete with the other 18 <br />applicants for it. 19 <br /> 20 <br />MOTION/SECOND: Mueller/Hull. To Waive the Reading and Approve Resolution 7153, 21 <br />Appointing Jim Ericson as Interim City Administrator. 22 <br /> 23 <br />Council Member Stigney said that Council agreed to not spend $9,000 on a search and offer the 24 <br />job to Jim in the interim and, if the duties are handled, then the job goes to Mr. Ericson. 25 <br /> 26 <br />Council Member Hull agreed. 27 <br /> 28 <br />Mayor Marty said that he was in the minority position. He then said that he would like to call an 29 <br />executive session concerning this personnel matter, because he has had emails and phone calls in 30 <br />this regard. 31 <br /> 32 <br />Council Member Mueller said that she thought there was discussion of three companies who 33 <br />offered to do an executive search, and Council discussed that there was not a need to do that, but 34 <br />understood that there were vehicles where the position could be posted. She then said that she 35 <br />knows that Mr. Ericson has done a great job in the past. She knows he would welcome the 36 <br />competition, and she feels this position should be posted for the residents and Jim who deserves 37 <br />to know he would have gotten the position as the best candidate, not just the cheapest way to get 38 <br />the job filled. 39 <br /> 40 <br />Mayor Marty indicated that was his suggestion, and no one else went along with it. He then said 41 <br />that he wants to avoid the appearance of special treatment or just taking the easiest candidate, and 42 <br />the costs for an executive search would be offset by not having an Administrator salary to pay for 43 <br />a few months. 44 <br /> 45
