Item No. 8E
Meeting Date: November 13, 2007
Type of Business: CA
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business
City Administrator Review _______
City of Mounds View Staff Report

To: Honorable Mayor and City Council
From: Michael Schnur, Lead Utility Operator

Item Title/Subject: Resolution 7181 Approving a Contract Award for
the 2008, 2009, and 2010 Residential Water
Service Repair Program

Background:
In September of 2000, the City Council approved the “Water Service Repair
Policy” in which $4.00 was collected on each single family, duplex, townhouse
and condominium’s quarterly utility bill. This fee is to be used when a single-
family, duplex, townhouse or condominium’s water service needed to be repaired
or replaced. This alleviated the responsibility of the property owner in locating,
hiring and paying a contractor to repair their water service. It also ensured that
the repair would be completed in a timely manner to minimize the loss of un-
metered water. The cost was approximately $2,000.00 for each repair in 2000.

Below is a financial review of the Residential Water Service Repair Program.
The following is a summary of expenditures and revenue of the program over the
last three years.

2005

Revenue
Collected
Repair Costs in 2005 Revenue for the
Program
Total Repairs
Made
$47,412.79 $35,401.88 $12,010.91 10 by Contractor
0 by City

2006

Revenue
Collected
Repair Costs in
2006
Revenue for the
Program
Total Repairs
Made
$46,977.28 $53,727.91 ($6,750.63) – net
loss
12 by Contractor
1 by City ***
