Proclamation for the Toastmasters International Organization. 1 <br /> 2 <br />Mayor Marty read the Proclamation for the Toastmasters International Organization. 3 <br /> 4 <br />Mr. XXX of Toastmasters International addressed Council and provided information on 5 <br />Toastmasters International noting the organization empowers people to achieve their true 6 <br />potential. 7 <br /> 8 <br />Council Member Stigney said that it has come to his attention that it is Mayor Marty’s birthday. 9 <br /> 10 <br />Those in attendance wished Mayor Marty a Happy Birthday. 11 <br /> 12 <br />7. COUNCIL BUSINESS 13 <br /> 14 <br />A. Public Hearing and consideration of Resolution 7176 Adopting a Street and 15 <br />Utility Improvement Program 16 <br /> 17 <br />Public Works Director Lee explained that a public meeting was held last week to provide 18 <br />information to residents on the Street and Utility Improvement Program. Approximately 150 19 <br />residents attended the meeting. Staff noted that Section 10 of the Final Report includes 20 <br />information collected and discussed at the public information meeting. 21 <br /> 22 <br />Director Lee explained that previously assessed properties would be eliminated after the year 23 <br />2008 should Council approve the plan as proposed. 24 <br /> 25 <br />Mayor Marty opened the public hearing at 7:17 p.m. 26 <br /> 27 <br />Russ Moore of 8044 Greenwood Drive said that he is in favor of the project and he thinks it is an 28 <br />effective and efficient way to pay for these improvements. Mr. Moore said that he likes that this 29 <br />is a dedicated fund to pay for these improvements. One of the questions raised, is what happens 30 <br />at the end of the 10 years, but he is not that concerned because he is sure that the streets would be 31 <br />nice in 10 years. 32 <br /> 33 <br />Mr. Moore commented that using assessments to pay for street projects causes issues because, 34 <br />the majority of a very small number of property owners, can stop a project and that also stops 35 <br />other projects. 36 <br /> 37 <br />Mr. Moore indicated that he gets to pay $100 and then sees an impact the following year and that 38 <br />allows him to physically see where his tax dollars are being spent. He then asked Council to 39 <br />approve the Resolution as recommended. 40 <br /> 41 <br />Warren Johnson of 7710 Greenwood Drive said he agreed with Mr. Moore. He then said that 42 <br />this would start in 2009 or 2010. He then said that he would like to know when a schedule 43 <br />would be available that states when the projects will begin and which streets would be done first. 44 <br /> 45
