Mounds View City Council October 22, 2007
Regular Meeting Page 3

Mayor Marty indicated that the City would not have a project in 2008. 1
2
Public Works Director Lee indicated that there is not enough time to get a project together for 3
2008. 4
5
Bill Doty of 3049 Bronson Drive asked what happens if your house is worth more than $200,000. 6
7
Staff indicated that the $100.00 was for a median value home. A $300,000 home would pay 8
slightly more than the estimated $100.00. 9
10
Mr. Doty indicated that every year his valuation goes up and so do his taxes. He then said that 11
the City is sitting on $5,000,000 that is not a part of this project, but should be. Mr. Doty 12
suggested considering having the City’s own engineer do the engineering to save money. 13
14
Mr. Doty asked the City to consider offsetting the costs of the project with the $5,000,000 Levy 15
Reduction Fund. 16
17
Director Lee explained that this project would require more than one person and that would cost 18
the City a lot in personnel expenses. 19
20
Mayor Marty indicated that the City has been using the $5,000,000 reserve to keep the tax levy at 21
0% for the last three years. 22
23
Finance Director Beer explained that using $4,000,000 from the Levy Reduction Fund to pay for 24
the streets would exhaust the fund by 2013. 25
26
Director Lee explained that the City is looking at having construction administration overseen by 27
City Staff in an attempt to save on consultant costs. 28
29
Nate Bjerke of 7240 Hidden Hollow Court addressed Council and said that he has some concerns 30
about this, but, he does feel that this town needs these improvements. 31
32
Mr. Bjerke said that he has concerns about this as this seems to be a general levy to pay for 33
specific improvements, which he feels is a little sketchy legally. He then said that the petition 34
process applies for particular improvements that can be assessed. He further said that there is no 35
Minnesota case law that states that this is legal. He also said that he is concerned about the 36
general fairness issue, because he is a new home owner who paid for the roads when he came in 37
and he wants to be given the credit from the future projects. 38
39
Brian Moore of 7230 Hidden Hollow Court said that he does not feel that it is fair to tax 40
everyone for these projects. Mr. Moore said that he does not think that they should be treated 41
differently than the H2 project or the 2002 – 2003 street project, as they have paid for 42
improvements with their new construction. 43
44
