Resolution 7178 Authorizing to Advertise for the City Administrator Position 2 <br />and Recommending an Outside Consultant for the Hiring Process. 3 <br /> 4 <br />Council heard Item 7D before Items B and C. 5 <br /> 6 <br />Mayor Marty indicated that he discussed this with Mr. Ericson and, since he is involved in this, 7 <br />agreed to present this item. He then reviewed the report for Council. 8 <br /> 9 <br />Mayor Marty indicated that Springsted dropped the price for this service about $5,000. However, 10 <br />with the revised criteria and proposal, he found some sections that he feels are not necessary. 11 <br /> 12 <br />A resident asked if the personnel board would be working on this with the consultant rather than 13 <br />Staff as there are a number that are qualified and are potential candidates. 14 <br /> 15 <br />Council Member Flaherty indicated that the main contact would be a staff member that is not in 16 <br />the running for the position and then it would be brought to the Human Resources Committee. 17 <br /> 18 <br />Mr. Kimmel, from Springsted, appeared before Council and explained that the Staff contact is for 19 <br />logistics to coordinate interviews and transfer of material to Council. He then said that the 20 <br />Council and HR Committee would be the decision makers for this process. 21 <br /> 22 <br />MOTION/SECOND: Flaherty/Marty. To Waive the Reading and Approve Resolution 7178 as 23 <br />Amended and Discussed. 24 <br /> 25 <br />Mayor Marty requested an amount not to exceed to control costs on this. He then suggested a 26 <br />cost not to exceed $14,700 and asked the consultant to keep advertising and expenses down. 27 <br /> 28 <br />Mr. Kimmel said that they would not exceed the parameters unless there is a change in the scope 29 <br />and suggested they would not exceed $14,000. 30 <br /> 31 <br />Council Member Stigney indicated that this $15,000 would buy half a generator and he feels no 32 <br />compelling need at all to do a search for this position because there is an on staff person that is 33 <br />fully qualified and, in his view, would be the best person for the job. 34 <br /> 35 <br />Council Member Stigney indicated he would like to save the money and hire the internal 36 <br />candidate. 37 <br /> 38 <br />Mayor Marty said that he has heard from a number of residents in the City concerning an internal 39 <br />candidate for the Superintendent position. A lot of residents were skeptical about how that 40 <br />process occurred and he would not want any dispersions cast upon this City or Council with this 41 <br />hiring. 42 <br /> 43 <br />Mayor Marty said that he feels that Jim would stand on his own merit, but he feels due diligence 44 <br />to the residents requires this process. 45
