Mounds View City Council October 8, 2007 <br />Regular Meeting Page 2 <br /> <br />Finance Director Beer explained that Resolution 7166 would approve a one-year special 1 <br />assessment for delinquent public utilities and this Resolution is consistent with past procedures. 2 <br /> 3 <br />Hearing no public comments, Acting Mayor Stigney closed the public hearing at 7:07 p.m. 4 <br /> 5 <br />Council Member Flaherty said that he highlighted as 25 properties that were either institutions or 6 <br />rental properties. He then said that these companies should not be delinquent on their utilities 7 <br />and he would like to increase the $35 administrative fee to cover true costs for this process. 8 <br /> 9 <br />Finance Director Beer explained that a lot of these are foreclosures. 10 <br /> 11 <br />Council Member Mueller would like to look at the Code. 12 <br /> 13 <br />MOTION/SECOND: Hull/Mueller. To Waive the Reading and Approve Resolution 7166, 14 <br />Adopting a Special Assessment Levy for Delinquent Public Utility Accounts. 15 <br /> 16 <br /> Ayes – 4 Nays – 0 Motion carried. 17 <br /> 18 <br /> B. Public Hearing to Receive Public Input and Pass Resolution 7167, Adopting a 19 <br /> Special Assessment Levy for Diseased Tree Removals 20 <br /> 21 <br />Acting Mayor Stigney opened the public hearing at 7:14 p.m. 22 <br /> 23 <br />Hearing no public comments, Acting Mayor Stigney closed the public hearing at 7:15 p.m. 24 <br /> 25 <br />Council Member Mueller clarified that the City has taken care of tree removal and this is the 26 <br />expense that the resident must pay. 27 <br /> 28 <br />MOTION/SECOND: Mueller/Flaherty. To Waive the Reading and Approve Resolution 7167, 29 <br />Adopting a Special Assessment Levy for Diseased Tree Removals. 30 <br /> 31 <br />Council Member Flaherty indicated that he was wondering if there is an avenue for the 32 <br />homeowners to seek assistance with paying for these amounts. 33 <br /> 34 <br />Tom Winiecki asked if the resident has three years to take down a diseased tree. 35 <br /> 36 <br />Finance Director Beer explained that they are immediately taken down and the resident has three 37 <br />years to pay for the costs to do so. 38 <br /> 39 <br /> Ayes – 4 Nays – 0 Motion carried. 40 <br /> 41 <br /> C.
