The aforementioned reports, meeting minutes, and/or meeting tapes can be <br />made available to the City Council on request. <br /> <br />Discussion: <br />Should this project proceed, the next action the City Council will take is to order <br />the project and authorize the preparation of plans and specifications. To ensure <br />this project stays on schedule and to ensure that the plans and specifications <br />reflect the expectations of the City Council, it is recommended that all design <br />issues be resolved by February 12, 2007. <br /> <br />The following is a list of design issues that have been identified. Also included is <br />staff’s interpretation of the general consensus of how the Council would like to <br />address these design issues - based on previous discussions. Please note that <br />this does not mean that official action was taken on these items or that there was <br />complete agreement on them. <br /> <br />Curb Material – concrete versus bituminous curbs <br />Interpreted general consensus: Concrete. <br /> <br /> <br />Curb Style - surmountable versus barrier style curbs <br />Interpreted general consensus: Barrier. <br /> <br /> <br />Hillview Road – Narrowing of Hillview Road <br />Interpreted general consensus: Reconstruct Hillview Road to its current width. <br /> <br /> <br />Elimination of the access of Hillview Road and Fairchild Avenue <br />Interpreted general consensus: Eliminate access as indicated in the County <br />Road 10 Corridor Redevelopment and Revitalization Plan. <br /> <br /> <br />Hillview Park Parking Improvements <br />Interpreted general consensus: Include in project utilizing MSA funding <br /> <br /> <br />Grouping of Mail boxes <br />Interpreted general consensus: Group mailboxes as currently required by code <br /> <br /> <br />Rain Gardens / Infiltration Basins Incentive <br />Interpreted general consensus: Provide incentive to residents that elect to have a <br />Rain Garden or Infiltration Basin in the boulevard adjacent to their property. The <br />amount of the reduction of their assessment would be based on the storm water <br />quality portion of their assessment – based on the draft report the maximum <br />amount would be approximately $358 per residential property. Staff to develop <br />an incentive policy and / or plan.
