perform or cause to be performed an obscene dramatic or musical
<br />production. "Obscene" for the purpose of this Section is defined as
<br />follows: Material which the dominant theme of, taken as a whole,
<br />would be found by the average person applying community
<br />standards as appealing to the prurient interest; and which, taken as
<br />a whole, lacks serious literary, artistic, political, or scientific value;
<br />and which depicts or describes in a patently offensive way
<br />masturbation, excretory functions, lewd exhibition of the genitals or
<br />female breast, or ultimate sexual acts, normal or perverted, actual
<br />or simulated; or.
<br />9. Look, peer, or peep into any window, door, skylight, or other
<br />opening in a house, room, or building located on property not
<br />owned or controlled by such person with intent to observe the
<br />actions of occupants of any such house, room or building, or loiter
<br />around or within view of any such window, door, skylight or other
<br />Opening for the purpose of observing the Occupants thereof; or,
<br />10. Cause the making or production of an unnecessary noise by
<br />shouting or by any other means or mechanism including the
<br />blowing of any automobile or other vehicle horn; or,
<br />11. Use a sound amplifier upon streets and public property without prior
<br />written permission from the City; or,
<br />12. Use a flash or spotlight in a manner so as to annoy or endanger
<br />others; or,
<br />13. Cause defacement, destruction, or otherwise damage to any
<br />premises or any property located thereon; or,
<br />14. Strew, scatter, litter, throw, dispose of or deposit any refuse,
<br />garbage, or rubbish unto any premises except into receptacles
<br />provided for such purpose; or,
<br />15. Enter any motor vehicle of another without the consent of the owner
<br />or operator; or,
<br />16. Fail or refuse to vacate or leave any premises after being requested
<br />or ordered, whether orally or in writing, to do so, by the owner, or
<br />person in charge thereof, or by any law enforcement agent or
<br />official; provided, however, that this provision shall not apply to any
<br />person who is owner or tenant of the premises involved nor to any
<br />law enforcement or other government official who may be present
<br />thereon at that time in an official capacity, nor shall it include the
<br />spouse, children, employee or tenant of such owner or occupier.

<br /> SECTION 10.61. DISORDERLY CONDUCT IN OR ON SCHOOL, CHURCH OR
<br />PUBLIC BUILDINGS AND GROUNDS.

<br /> Subdivision 1. Defacement of Buildings or Grounds. It is unlawful for any
<br />person to mark with ink, paint, chalk or other substance, or post handbills on, or in any
<br />other manner deface or injure any school, church or public buildings or grounds, or
<br />mark, deface, or injure fences, trees, lawns, or fixtures appurtenant to or located on the
<br />site of such buildings, or post handbills on such fences, trees or fixtures, or place a sign
<br />anywhere on any such site.
