Recreation <br />Mounds View has six active <br />neighborhood parks and three <br />larger community parks <br />offering tennis courts, <br />playfields, park buildings, <br />picnic areas, ball fields, skating <br />and hockey rinks, a swimming <br />beach, and nature trails. Park <br />and recreation programs are <br />provided by the YMCA <br />through a contractual <br />arrangement with the City. <br />Activities and programs <br />include youth and adult athletics, swimming and gymnastics instruction, senior adult <br />activities, after school programming, pre-school activities, and special interest classes. <br />Each year, a volunteer organization named Festival Inc. organizes the annual Festival in <br />the Park celebration at City Hall Park. The Mounds View Community Theatre puts on an <br />annual summer musical. <br />The City also owns and operates a 44,000 square foot Community Center, which includes <br />a private childcare center, senior programming, a gymnasium, and a teen center. <br />Recreational programming at this facility is coordinated by the YMCA. Community <br />rooms are also available for private rental. <br /> <br />City Services <br />The City of Mounds View currently employs 51 full-time employees and has a 2007 <br />General Fund budget of $5.4 million and a projected 2008 budget of $5.6 million. The <br />total 2007 property tax levy for the City, including debt service, is $3.8 million. The levy <br />will not be increased in 2008, making it the third consecutive year that the City has <br />maintained a zero percent increase in its property tax levy. The City’s franchise tax on <br />utilities provides another major revenue source. <br />The City operates water, sewer, and street light utilities. Six wells are maintained with a <br />combined capacity of approximately 8.6 million gallons per day (MGD). The average <br />demand is 1.3 MGD and the water storage capacity is 1.5 million gallons. The sewer <br />lateral system is operated and maintained by the City. Interceptor sewer lines and <br />wastewater treatment plants in the seven-county metropolitan area are under the <br />jurisdiction of the Metropolitan Council Environmental Services. Refuse collection is <br />provided through a number of private contractors. <br />Law enforcement services are provided by the City’s 22-member Police Department. <br />Fire services are provided by the Spring Lake Park-Blaine-Mounds View Fire <br />Department, governed by a joint powers agreement between the three cities. The Fire <br />Department is staffed with a full-time Fire Chief, six administrative staff, 61 suppression <br />volunteers, and 4 prevention volunteers. <br />Local news is provided by two suburban newspapers and a seasonal quarterly newsletter <br />published by the City of Mounds View. A wide range of information is provided and <br />available on the City’s website, located at www.ci.mounds-view.mn.us . Community <br />access to programming is available on Cable TV.
