Resolution 6706 Accept Bid for Remaining Contracts Comprising of Bid 7 <br />Package #2 for the New SBM Fire Station #3 8 <br /> 9 <br />Deputy Fire Chief Krueger stated the resolution and information under consideration is regarding 10 <br />the remaining bids from the second bid package, totaling $759,047. He reported that work 11 <br />started last week and the project remains on budget. This action would be the remainder of bid 12 <br />package two and if approved they will be back in the spring for consideration of fixtures and 13 <br />final items. He offered to answer questions of the Council. 14 <br /> 15 <br />Councilmember Flaherty noted the term “apparent low bid results” and asked if it actually is the 16 <br />low bid. Deputy Fire Chief Krueger stated one low bid is not being recommended because they 17 <br />did not post a bid bond. 18 <br /> 19 <br />Councilmember Flaherty asked why only one bid was received for the stainless steel equipment. 20 <br />Deputy Fire Chief Krueger stated he does not know of a specific reason but did hear it mentioned 21 <br />that there are not a lot of businesses for that item. He advised that the construction manager did 22 <br />mention he had worked with that business in the past. 23 <br /> 24 <br />MOTION/SECOND: Stigney/Flaherty. To waive the reading and adopt Resolution 6706 Accept 25 <br />Bid for Remaining Contracts Comprising of Bid Package #2 for the New SBM Fire Station #3. 26 <br /> 27 <br /> Ayes – 4 Nays – 0 Motion carried. 28 <br /> 29 <br />B. First Reading of Ordinance 767 an Ordinance Implementing a Franchise Fee 30 <br />on Xcel Energy Electric and Natural Gas Operations within the City of 31 <br />Mounds View for the Year 2006 32 <br /> 33 <br />Finance Director Beer explained that there is a sunset on franchise fees annually so the Council 34 <br />needs to adopt an ordinance to continue them. He advised that Xcel Energy is willing to extend 35 <br />the agreement and waive the time specific notice if a sentence is added to the ordinance to waive 36 <br />any permit fees related to right-of-way permits. Currently the City generates about $1,100 37 <br />annually in right-of-way permits from Xcel Energy. Finance Director Beer explained that if 38 <br />Excel Energy enforces their timeline, they could deny the City the ability to collect franchise fees 39 <br />for about six weeks so he would support their request. Since this ordinance sunsets each year, 40 <br />the added language can be removed for next year, if desired. He advised that a public hearing 41 <br />will be held at the January 23, 2006 meeting. 42 <br /> 43 <br />Mayor Marty stated his impression that this action had already occurred.
