<br />Item No: 7C <br />Meeting Date: Jan 23, 2006 <br />Type of Business: CB <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Consider Request to Utilize the Community Center <br />Parking Lot for Proof of Parking Associated with the <br />Belting Office Building <br />Introduction: <br /> <br />On October 10, 2005, the City Council approved Resolution 6633 which approved a single <br />story, 8,300 square foot office development for Dr. Greg Belting. Dr. Belting would relocate <br />his practice from Silverview Plaza to his new building and then market the excess space to <br />other area professionals. Regardless of the end users, the space would need to be utilized <br />primarily as “Office” per the PUD allowances for this site. <br /> <br />Discussion: <br /> <br />The resolution of approval identified a number of conditions relating to the project which <br />would need to be satisfied before construction could proceed. One such provision—share <br />parking—has proven difficult to overcome at this point, prompting Dr. Belting to return to the <br />Council for reconsideration: <br /> <br />1. The applicant shall execute a cross access, joint parking and maintenance <br />agreement with the owner of the Walgreens site and provide a copy of said <br />document to the City for its records. <br />The owner of the Walgreens site and Walgreens are presently not consenting to any shared <br />parking arrangements for the site which leaves Dr. Belting in the position to seek <br />authorization from the City Council to waive the provision of the seven stalls the site is <br />deficient or to seek approval to utilize the Community Center parking lot as the location of the <br />seven missing stalls. <br /> <br />The typical parking requirements for an office type use are 8 stalls plus one stall per every <br />175 square feet of leased office space. For an office building with a gross area of 8300 <br />square feet, 55 parking stalls would need to be provided. Because the City calculates <br />parking needs on a net basis, factoring out bathrooms, mechanical areas, entryways, <br />stairwells and other similar areas, the number of required stalls at the Belting building <br />decreases to 50. The site plans indicate provision of 43 stalls; the remaining seven stalls <br />were to be available on the adjacent Walgreens site. In reality, the 43 stalls provided for the <br />building would likely be adequate to meet the expected demands. <br /> <br />Dr. Belting requests that the Council consider three options relating to his parking <br />dilemma: <br /> <br />1. Waive the requirement to provide the additional 7 stalls <br />2. Allow proof of parking on the Community Center parking lot <br />3. Amend the PUD to require only 43 stalls for the 8,300 square foot building
