Mounds View City Council January 9, 2006 <br />Regular Meeting Page 15 <br /> <br />competent for plan review and it does not require a PE to review plans. He stated that the 1 <br />ultimate quality of materials and construction falls to Opus and the City is just reviewing the 2 <br />plan. Ms. Gove and Mr. Hagedorn have stepped forward and are affording a wonderful service 3 <br />to the City of Mounds View. Councilmember Flaherty stated he support staff’s recommendation. 4 <br /> 5 <br />David Jahnke, 8428 Eastwood Road, stated he believes that Medtronic has researched the 6 <br />construction firms and will not construct a bad building that will be their world headquarters. 7 <br /> 8 <br />Councilmember Stigney stated if Building Official Osmonson believes there is a need to hire an 9 <br />outside consulting firm, she certainly will do so without hesitation. Building Official Osmonson 10 <br />indicated that is the case. 11 <br /> 12 <br />Councilmember Stigney stated he has no concern with supporting staff’s recommendation. 13 <br /> 14 <br />Mayor Marty agreed the consultants being considered have no overhead and they are qualified to 15 <br />do this work. He stated he has nothing bad to say about the two individuals but as a Council it is 16 <br />their due diligence to check everything. He stated there is a deadline but it is not tonight so staff 17 <br />can look into it a little more. He stated he would like to ask that this item be brought back to the 18 <br />Council for action in two weeks; however, a motion is already made for consideration tonight. 19 <br /> 20 <br />Mayor Marty stated the City’s staff is competent but this is the biggest project the City has seen 21 <br />and he wants to assure it is done right and Building Official Osmonson has the best resources. 22 <br />He stated he would prefer to see more information about their experience in this area and 23 <br />whether they are licensed with the State. Director Ericson stated in terms of actual qualifications 24 <br />and licensure, they have that documentation, the necessary criteria, and qualifications to conduct 25 <br />this plan review. 26 <br /> 27 <br />Councilmember Stigney stated he trusts that Building Official Osmonson will advise the Council 28 <br />if something comes up that is of concern to her. Building Official Osmonson noted that 29 <br />additional funds have been included to assure an engineer or specialist can be brought in should 30 <br />an issue come forward. She advised that Medtronic’s warehouses in Mounds View have been 31 <br />the best for staff to work with in terms of Code abatement issues. 32 <br /> 33 <br />Mayor Marty stated that Building Official Osmonson has a lot of resources through the 34 <br />Association of Minnesota Building Officials. 35 <br /> 36 <br />City Administrator Ulrich stated he is totally confident with the Council moving forward but if 37 <br />the Council would like additional backup information on the company, that can be done. He 38 <br />noted that Building Official Osmonson knows her limitations and if an outside firm is needed 39 <br />with more technical expertise, she will make that request. 40 <br /> 41 <br />Mayor Marty stated he would like that additional information for his own personal information. 42 <br /> 43 <br />Councilmember Flaherty stated if this motion passes, staff will still assure their licensing is up to 44 <br />date and adequate levels of liability insurance are provided.
