Item No. 8E <br />Meeting Date: February 13, 2006 <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Tim Pittman, Public Works Supervisor <br /> <br />Item Title/Subject: Resolution 6735 Approving the Purchase of a <br />Replacement 1-Ton Truck with Dump Box <br /> <br />Background: <br />In 1991, the City purchased a 1991 Chevrolet 1 ton truck with a dump box. This <br />Truck was originally purchased for the street department for hauling smaller <br />loads of materials such as bituminous, sand, gravel, rock, brush, etc. <br /> <br />The City has a practice of replacing trucks on a ten-year cycle. The replacement <br />practice has been as follows: <br /> <br />When a truck becomes ten years old, a new truck with similar specifications is <br />purchased. In an effort to maximize the full potential and usage of the truck fleet, <br />the ten-year old truck is not traded in. Instead, it is compared to other trucks that <br />the City owns that have the same options and capabilities and are older than ten <br />years of age. The City then selects a truck within this group that has the least <br />value for the City and trades it in. By using this trade in method, the City <br />maximizes the use of each truck. <br /> <br />Discussion: <br />This truck was scheduled for replacement in 2001; due to budget situations Staff <br />recommended keeping this truck in the fleet to optimize its longevity. This is the <br />only truck of this style in the fleet. This truck has surpassed its replacement date <br />and has met its full potential for the City of Mounds View. <br /> <br />Staff is recommending that Unit No. 128 be replaced with a similar truck with <br />similar equipment and options and that Unit No.128, a 1991 Chevrolet 1 ton <br />truck, be sold at the next government surplus auction opportunity. <br /> <br />The 1-ton truck chassis can be purchased under state contract, foregoing the <br />requirement of acquiring additional bids. A 2006 Ford F-350 4x2 regular cab and <br />chassis dual rear wheels can be purchased from Elk River Ford under state <br />contract for $17854.60. Tax, license, and transfer fees would cost an additional <br />$1,160.54.
