Mounds View City Council January 23, 2006 <br />Regular Meeting Page 9 <br /> <br />B. 7:10 p.m. Public Hearing for the Second Reading on Ordinance 768, an 1 <br />Ordinance Implementing a Franchise Fee on Center Point Energy Natural 2 <br />Gas Operations within the City of Mounds View for the Year 2006 3 <br /> 4 <br />Mayor Marty opened the public hearing at 8:17 p.m. 5 <br /> 6 <br />Finance Director Beer explained that this is an ordinance to receive a second reading at a public 7 <br />hearing tonight. He stated that a notice of the Public Hearing and second reading was published 8 <br />in the January 4, 2006 edition of the New Brighton-Mounds View Bulletin. 9 <br /> 10 <br />Finance Director Beer explained that this ordinance continues the agreement with Center Point 11 <br />Energy under which Center Point Energy will collect a franchise fee in the amount of 4% of 12 <br />Center Point’s natural gas gross operating revenues for services within the City of Mounds View 13 <br />during the year 2006. 14 <br /> 15 <br />Finance Director Beer stated that Center Point Energy has agreed to waive the time requirements 16 <br />for notice to continue collecting the franchise fee. 17 <br /> 18 <br />Finance Director Beer explained that franchise fees collected under this agreement are minimal 19 <br />due to Center Point Energy’s small customer base within the City of Mounds View. He stated 20 <br />that it is not a significant amount of revenue for the City. 21 <br /> 22 <br />Finance Director Beer stated that if approved by the City Council, the ordinance will then be 23 <br />published in the New Brighton-Mounds View Bulletin and take effect 30 days after publication. 24 <br /> 25 <br />There being no public input, Mayor Marty closed the public hearing at 8:18 p.m. 26 <br /> 27 <br />MOTION/SECOND: Stigney/Gunn.
