She stated she is unaware of any other choice than to amend the PUD to accurately 1 <br />reflect what was intended at the time. 2 <br /> 3 <br />Councilmember Stigney stated that another option is to have the Beltings go to the Planning 4 <br />Commission for a variance. He referenced the third option regarding amending the PUD and that 5 <br />it may not be feasible to have a sidewalk. Councilmember Stigney asked Director Ericson to 6 <br />give the Council a report. 7 <br /> 8 <br />Director Ericson stated he looked at the location of the proposed sidewalk noting the fourth page 9 <br />of the staff report shows an extension leading to the parking lot. He commented what would 10 <br />actually work is if the sidewalk was swung around the north side of the building which would be 11 <br />perfectly in line with the front of the Community Center. Director Ericson commented staff has 12 <br />investigated placement around the north side of the building and it would not interfere with 13 <br />parking because at that point there is no parking and it would lead right into the front of the 14 <br />Community Center. He mentioned that the Beltings are willing to provide that sidewalk 15 <br />connection. 16 <br /> 17 <br />Councilmember Stigney asked if it is implied that parking is being funneled to the Community 18 <br />Center. Director Ericson stated it is staff’s position that it provided for inner connectivity 19 <br />between the two uses; to allow people at the Community Center to go to the Belting building or 20 <br />vice versa. He explained that it would provide a means of access at either building, as opposed 21 <br />to using Edgewood Drive, and it would promote connectivity. 22 <br /> 23 <br />Councilmember Stigney stated by putting a sidewalk there, parking is being promoted. 24 <br /> 25 <br />Mayor Marty stated there is a path from Walgreens to the front of the Community Center. He 26 <br />stated that having this sidewalk that could be cleared in the winter would be an amenity. 27 <br /> 28 <br />Councilmember Thomas stated her agreement with Councilmember Stigney that this would 29 <br />funnel parking to the front spots of the Community Center that are already heavily used. She 30 <br />stated the City is asking for more problems and this would be unfair to the users of the 31 <br />Community Center. 32 <br /> 33 <br />Councilmember Gunn suggested that appropriate signage could be placed to indicate 34 <br />“Community Center Parking Only.” 35 <br /> 36 <br />Mayor Marty stated that there are approximately ten parking spots in front of the Community 37 <br />Center, and approximately 15 parking spots on the north side. He noted that these spots always 38 <br />fill up and no one wants to park by the basketball courts and trek all the way around the building. 39 <br />Mayor Marty suggested that signage stating “Violators Will Be Towed” should be placed on the 40 <br />front parking spots. 41 <br /> 42 <br />City Administrator Ulrich stated the Mounds View Community Center Task Force is considering 43 <br />future uses of the building and how some of those may change. He stated that another alternative 44 <br />is converting the parking to make it a cash contribution basis. He stated that it could be 45
