Mounds View City Council January 23, 2006 <br />Regular Meeting Page 13 <br /> <br />calculated how much it would cost to build seven parking stalls and put that into an account 1 <br />where the City could use it to either expand parking on the Community Center or City Hall lot, or 2 <br />by building sidewalks in appropriate locations. City Administrator Ulrich noted that this presents 3 <br />another alternative so not only is consideration given, but a cash contribution would be taken in 4 <br />lieu of looking at future parking and pedestrian circulation needs for the entire site. 5 <br /> 6 <br />Mayor Marty stated that the site was originally proposed for a restaurant, which would generate a 7 <br />lot more traffic than professional office businesses. He explained that it was presumed that 8 <br />Walgreens would share the parking lot because Walgreens was supposed to be helping attract a 9 <br />restaurant business, but that did not happen. 10 <br /> 11 <br />Mayor Marty stated that he can see the need for a sidewalk in that area as well, as these are prime 12 <br />spots for parking for the Community Center. He noted that these spots would be most 13 <br />advantageous for the office building. He stated that he can see three sides to the issue. Mayor 14 <br />Marty agreed with Councilmember Thomas that it is a PUD and he is a little surprised that 15 <br />Walgreens did not step up to the plate, but as was stated earlier, this was never really intended to 16 <br />shoulder all the parking responsibilities. He pointed out that as Councilmember Thomas also 17 <br />stated, if there are not enough parking places, people will find a parking place anyhow. 18 <br /> 19 <br />Mayor Marty stated that he had not thought about the Community Center Task Force. He stated 20 <br />perhaps some more parking can be created at the Community Center somewhere, because he has 21 <br />seen times where the lot has been full and people will park across the street at City Hall, and also 22 <br />at Walgreens. 23 <br /> 24 <br />Mayor Marty asked City Administrator Ulrich what he would suggest and asked when the 25 <br />Community Center Task Force will meet next. City Administrator Ulrich stated that the meeting 26 <br />is scheduled for next Tuesday. He commented that part of the agenda is to look at the exterior of 27 <br />the Community Center to see what the grounds are and what they are used for. He noted that 28 <br />they could touch on the parking issue to see if recommendations to City Council could come 29 <br />forward from the Task Force. 30 <br /> 31 <br />Mayor Marty asked the Beltings if there is a time frame for this issue. Mr. Tom Belting 32 <br />responded that they had hoped to get going right away, but there has been the delay from 33 <br />Walgreens. He referenced the concern with parking at the Community Center, and said that staff 34 <br />had been informed that the parking there would only be emergency overflow from employees. 35 <br />Mr. Belting specified that there is only office space there, so if they need overflow parking, then 36 <br />employees of the building would park at the far end of the Community Center, but they do not 37 <br />anticipate clients parking there. 38 <br /> 39 <br />Mayor Marty explained that the Council has run into parking issues before, such as when a 40 <br />building was built and then had a change in tenants and the parking lot was full all the time. He 41 <br />explained that it became a safety issue with people parking on the streets, so the Council is well 42 <br />aware of what the parking issues could be and may be. 43 <br /> 44
