Mounds View City Council January 23, 2006 <br />Regular Meeting Page 16 <br /> <br />Councilmember Stigney stated that he favors the PUD route with some constraints in there if 1 <br />there are problems with proof of parking, it will be identified in a legal form. He stated his 2 <br />opposition to a sidewalk to the Community Center. 3 <br /> 4 <br />Councilmember Gunn and Mayor Marty stated their support for amending the PUD. 5 <br /> 6 <br />City Administrator Ulrich questioned the easements for the sidewalk to allow the flexibility to do 7 <br />that later. Director Ericson stated staff will put something together for the next Council agenda. 8 <br /> 9 <br />Councilmember Thomas asked for clarification if the Council should have the City Attorney 10 <br />work on whether or not further credits are needed to be issued and what will be done in the 11 <br />future. She stated her concern with future owners as far as what the City can do. 12 <br /> 13 <br />City Attorney Riggs stated arguably yes, it can be worked into the document, but there have been 14 <br />significant issues with pilot type payments. 15 <br /> 16 <br />Councilmember Thomas stated that perhaps it would not be a pilot payment. City Attorney 17 <br />stated that it would be an exchange of land use right. 18 <br /> 19 <br />Councilmember Thomas asked if cash would need to change hands until it was needed. City 20 <br />Attorney Riggs stated he would work with Director Ericson on the issue. 21 <br /> 22 <br />Councilmember Thomas confirmed that changing the PUD is the bottom line and any further 23 <br />need for seven more stalls will be written into the PUD. 24 <br /> 25 <br />The Beltings thanked the Council. 26 <br /> 27 <br />D. Resolution 6721 Step Increases for Sgt. Steve Menard and Officer Peter 28 <br />Berling 29 <br /> 30 <br />Assistant to the City Administrator Crane explained that Sergeant Steve Menard and Officer 31 <br />Peter Berling are current employees with the City. Their supervisor has reviewed their 32 <br />performances as it relates to the responsibilities contained in their job description. It was 33 <br />determined that both Sergeant Menard and Officer Berling have more than satisfactorily 34 <br />performed in the capacity of their position. Step increase wage adjustment is consistent with the 35 <br />personnel Manual and Labor Agreements and recommended for approval. 36 <br /> 37 <br />MOTION/SECOND: Stigney/Thomas. To waive the reading and adopt Resolution 6721 Step 38 <br />Increases for Sgt. Steve Menard and Officer Peter Berling. 39 <br /> 40 <br /> Ayes – 4 Nays – 0 Motion carried. 41 <br /> 42 <br />E.
