Mounds View City Council January 23, 2006 <br />Regular Meeting Page 20 <br /> <br /> 1 <br /> G. Resolution 6723 Authorization to Hire Full-Time Temporary Building 2 <br />Inspector 3 <br /> 4 <br />Community Development Director Ericson explained that on November 14, 2005, City Council 5 <br />authorized staff to advertise to hire a full-time temporary building inspector due to the increase in 6 <br />workload in the coming weeks. He explained that staff will keep busy for the next couple of 7 <br />years, especially because of the Medtronic development project. 8 <br /> 9 <br />Director Ericson stated that the City advertised for this position and received 22 applications. He 10 <br />explained that six candidates were interviewed by himself and Building Inspector Osmonson. 11 <br />Director Ericson stated that Issac Stensland was found fully qualified to be in the position. 12 <br /> 13 <br />Director Ericson commented that it was communicated to all applicants that the job was a 14 <br />temporary and not a permanent position. He stated that Mr. Stensland is fine with that, but if it is 15 <br />required to be formalized in writing, as is recommended by the City Attorney, it would be no 16 <br />problem to do so. Director Ericson stated that staff would like to offer the position to him, on the 17 <br />condition of a satisfactory criminal background check. 18 <br /> 19 <br />Director Ericson explained that the hourly wage scale for this position as negotiated by the City 20 <br />and the union starts at $19.96 per hour and would follow the standard personnel progression after 21 <br />the appropriate time levels of service. He reported that Mr. Stensland is eager to start and 22 <br />welcomes the opportunity. 23 <br /> 24 <br />Director Ericson stated that staff recommends the Council give authorization to hire Isaac 25 <br />Stensland for the position of temporary full-time building inspector in the Community 26 <br />Development Department under the terms and conditions articulated in the draft resolution. 27 <br /> 28 <br />Councilmember Stigney asked if something in writing would be drafted by the City Attorney in 29 <br />regard to this being a temporary position. Director Ericson stated feedback was received from 30 <br />Robert Alstad from Kennedy & Graven relating to a memorandum of understanding, relating to 31 <br />the fact this is a temporary position and that the position will not accrue seniority. He stated that 32 <br />it is a matter of documenting the fact that it is not a permanent position 33 <br /> 34 <br />Councilmember Stigney inquired if it is a union position, and if so, if the union signed off. 35 <br />Director Ericson stated that a meeting was held with City Administrator Ulrich and Assistant 36 <br />Crane where the salary and terms were agreed upon. 37 <br /> 38 <br />Mayor Marty asked if a meeting was held with the union. City Administrator Ulrich confirmed 39 <br />that a meeting was held with union and the position was formalized in terms of salary and was 40 <br />agreed in concept about the temporary nature of the job. He stated the final contract language is 41 <br />still in negotiations at this point. 42 <br /> 43 <br />Councilmember Stigney inquired if the position was exempt or nonexempt. City Administrator 44 <br />Ulrich stated the position is nonexempt, and this is stated in the position description. 45
