Mounds View City Council January 23, 2006 <br />Regular Meeting Page 23 <br /> <br />would be the main entrance and the police entrance, and the access points at the Community 1 <br />Center would be the main entrance and the southwest entrance. Public Works Director Lee 2 <br />stated that the reason for the card reading devices is to allow the City to control access to the 3 <br />buildings, in terms of when and who has access. 4 <br /> 5 <br />Public Works Director Lee stated that this system was planned to be installed with the City Hall 6 <br />project; however, it would be more cost effective if the City did not have this item included in 7 <br />the overall bid for the City Hall project. Public Works Director Lee stated that the City received 8 <br />three quotes. The low quote was received from UHL in the amount of $17,800. 9 <br /> 10 <br />Public Works Director Lee stated that the Special Projects Fund is recommended to fund this 11 <br />installation, should the City proceed with it. Staff recommends that the City Council approve 12 <br />Resolution 6726. 13 <br /> 14 <br />Public Works Director Lee added as a note in the staff report, it talks about the City adjustment 15 <br />that is included in some change orders. He stated that since this was not received until Friday of 16 <br />last week, it will be included in the next meeting. 17 <br /> 18 <br />Councilmember Thomas asked if it is possible to retrofit and include indoor security points in the 19 <br />future. 20 <br /> 21 <br />Public Works Director Lee stated that it can be done at any time, but it is more cost effective to 22 <br />do it now. He explained that it will save money to do it all at once; however, it can be done in 23 <br />the future. He explained that access points could be included in the future, and the estimated cost 24 <br />is $3,500 per access point. 25 <br /> 26 <br />Councilmember Thomas asked whether the appropriate wire can be run now for a possible 27 <br />retrofit later. She asked if there is an additional cost on the setup now or if it can be done later. 28 <br /> 29 <br />Public Works Director Lee stated that is not part of the bids that were received. He explained 30 <br />that wires could be added now to set everything up to add additional card reading points at City 31 <br />Hall. He stated that there is a cost savings to do this now. He explained that this could be done 32 <br />retroactively, and it would cost a little more because the contractor would have to go into walls, 33 <br />ceilings and so forth. 34 <br /> 35 <br />Councilmember Thomas stated there will be places inside the building that are secure, and that 36 <br />would be a way the City could have control of access at some of those points. 37 <br /> 38 <br />Councilmember Stigney asked if locations are identified to place the wire. Councilmember 39 <br />Thomas stated it is easy to come up with possible locations. 40 <br /> 41 <br />Councilmember Stigney asked if staff had feelings about where the secured access points should 42 <br />be and if there are areas known. 43 <br /> 44
