Item No. 07D Meeting Date: February 13, 2006 Type of Business: CB City Administrator Review _______ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Desaree Crane, Assistant to the City Administrator Item Title/Subject: Resolution 6731 Authorizing Severance Payment for Ken Manthis Background Ken Manthis was hired by the City as the Clubhouse Manager/Instructor on August 12, 1996. Due to the golf course redevelopment, a layoff notice was hand carried to Ken Manthis on October 27, 2005. Discussion The City Council adopted a severance package for all three regular full-time golf course employees on August 22, 2005, with the passage of Resolution 6585. This resolution allowed payout of vacation and sick leave in accordance with the current personnel policy, and allowed accumulated flex-time to be used by employees. The Council also determined that there be additional severance pay of one week per year of service, which is also outlined in Resolution 6585. Layoff Notices were hand carried to all three full-time golf course employees on October 27, 2005. Their last day of employment for all three golf course employees was Thursday, November 10, 2005 at 430pm. Ken Manthis used his accumulated flex-time per Resolution 6585, and his last day on payroll was January 25, 2006. Section 4.25D of the Personnel Manual indicates that an employee will be compensated for accrued vacation time and 50% of accrued sick leave. Below is his severance package in accordance of Section 4.35 of the Personnel Manual and Resolution 6585: Ken Manthis Hourly Rate: $22.73/hour Vacation: 308.80 hours X $22.73 = $7,019.03 Sick:: 778.80 hours X 50% X $22.73 = $8,851.07 9-Year Severance: 360 hours X $22.73 = $8,182.80 Total Severance: $24,052.90 Recommendation: Staff recommends severance payment for Ken Manthis in accordance with Section 4.35D of the City’s Personnel Manual and Resolution 6585.
