Item No. 07E <br />Meeting Date: February 13, 2006 <br />Type of Business: CB <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: Kurt Ulrich, City Administrator <br />Item Title/Subject: Resolution 6732 Authorizing a Request for Proposals <br />(RFP) for a Mounds View Salary Compensation Study and <br />Pay Equity Report <br /> <br />Introduction <br />A RFP for a Mounds View Salary Compensation Study and Pay Equity Report was discussed <br />at the last Human Resources Committee and on the February Work Session on January 30, <br />2006. Per your request, attached is the RFP for your review. <br /> <br />Discussion <br />The Human Resources Committee has been pursuing a compensation study that puts into <br />consideration population, city market value, and taxable tax capacity instead of just using <br />Stanton 6 cities (population 10,000 – 25,000) as outlined in the Personnel Manual. The <br />City Council also agreed to these parameters at the February Work Session on January 30, <br />2006. The attached RFP puts these parameters as part of the compensation study. The <br />study would encompass all positions within the City (both union and non-union). Any <br />compensation adjustments resulting from this study could then be negotiated into new <br />contracts and/or included in budgets for 2007. <br /> <br />In addition to the salary compensation, the Request for Proposal also requests that a Pay <br />Equity Report be completed. The State of Minnesota's Pay Equity Law requires that: <br /> <br />. . . "every political subdivision of this state shall establish equitable <br />compensation relationships between female-dominated, male-dominated, and <br />balanced classes of employees in order to eliminate sex-based wage disparities <br />in public employment in this state." (Minn. Stat. § 471.992, subd. 1) <br /> <br />The term “equitable compensation relationship” means that the compensation for female- <br />dominated classes is not consistently below the compensation for male-dominated classes <br />of comparable work value . . . (Minn. Stat. §. 471.991, subd. 5). The Mounds View Pay <br />Equity Report is due to the Department of Employee Relations by January 31, 2007. <br /> <br /> <br /> <br />
