Mounds View City Council Page Six <br /> Regular Meeting June 22, 1941, <br /> Ms. Mountin stated that the City could: <br /> 1. Have on-street parking by permit only. The fees charged for the <br /> permit fees could cover the administrative fees for issuance of ' <br /> these permits. <br /> 2. Impose fines for snowbirds. A friendly reminder of $25 would <br /> help persons remember not to park on the streets. <br /> Mayor Linke stated that permit parking will not solve the snowbird <br /> problem. The City currently charges $25 for snowbirds. The City <br /> issues a lot of tickets each year. The City is trying to provide a <br /> four hour window for the plows to get through the streets without <br /> the snowbirds there. <br /> Councilmember Rickaby commented that the City has a snowbird ordinance <br /> now that restricts parking when it snows. Rickaby stated that her <br /> belief is that another restriction won't make people comply. <br /> Mayor Linke stated that with this ordinance, at 2 :00 a.m. , the <br /> residents will know that a car can't be parked in the street and, <br /> therefore, when it snows the cars won't be a problem. <br /> Mike Janssen, Clearview Avenue, stated that he had attended meetings . <br /> before and was told the Council was not working on the city parking <br /> restrictions at that time. Mr. Janssen further stated that he came to <br /> the Council with a petition that was signed by many neighbors opposing <br /> the restrictions. Mr. Janssen stated that his neighbors want to use <br /> the road for parking. <br /> Mayor Linke explained that Mr. Janssen's mother was at the last <br /> meeting and everything was explained clearly to her. It was explained <br /> to her that the Council was talking about City Wide Parking <br /> Restrictions. Mayor Linke stated that permit parking causes. many <br /> problems, Mayor-Lin e-further tated that in speaking with Ms. Janssen <br /> that parking wasn't a permanent problem, that it causes problems when <br /> out of town relatives visit. <br /> Mayor Linke asked Jim Thomson, City Attorney to discuss this <br /> further. <br /> Mike Janssen stated that always there are three cars in the driveway <br /> and one in the street. Janssen stated that he has parked on the yard <br /> before and been ticketed, therefore, more permanent surface would have <br /> to be put down and Janssen feels that there are many people-that- can't -- - <br /> afford it. Janssen stated that as far as children being an issue, he <br /> has never seen children out at 6: 00 a.m. Mike Janssen stated also that <br /> commercial vehicles are not allowed to be on the streets previous to <br /> 6: 00 a.m. and he stated that a snowplow is like a commercial vehicle <br /> in that it makes as much noise as one. <br />
