This policy for the City is fine. <br /> City Attorney Thomson advised the City to go slow, adopt this policy, <br /> and look at others down the road. <br /> Councilmember Rickaby asked that when persons call the police and <br /> .ets ',emission to .ark overnight, isn't that in itself a permit <br /> process? <br /> Jim Thomson, City Attorney, suggested that a phrase be added to the <br /> ordinance that would let the Police Chief exercise some discretion <br /> his own to consider specific circumstances. <br /> Councilmember Rickaby stated that in Ordinance No. 511 there is <br /> misleading language where it states, " . . .unless directed to do so by <br /> a police officer or traffic control device. " <br /> Jim Thomson, City Attorney advised that the words "or authorized" be <br /> added after directed in the above stated sentence of the ordinance. <br /> . Mike Janssen, Clearview, asked how the City could afford to enforce <br /> city wide parking restrictions when they lost one officer to the DARE <br /> program and were possibly going to lay off an officer. In the past, it <br /> was stated that the police department did not have enough manpower to <br /> police two streets, how can it afford to police every street. Even <br /> with the permission of the police department, each location with <br /> special permission would have to be checked. <br /> Mayor Linke stated that with the city wide parking restrictions <br /> no car should be parked on the street between 2:00 a.m. and 6: 00 <br /> a.m. , therefore, making it easier for the police department to <br /> observe c- - _ - - • - - • • h-e-str-est—and-sheu-1-d --t-be. <br /> Mike Janssen stated that he sees no purpose for the city wide <br /> parking restrictions and if it is a problem in the winter declare <br /> a snow emergency and tow. <br /> MOTION/SECOND: Quick/Wuori to approve second reading of <br /> Ordinance No. 511 Regarding City Wide Parking Restrictions <br /> as amended. <br /> ROLL CALL VOTE: Mayor Linke - aye <br /> Councilmember Quick - aye <br /> Councilmember Blanchard - aye <br /> • Councilmember Rickaby - no <br /> Councilmember Wuori - aye <br /> 4 ayes 1 nay Motion Carried <br />
