RAMSEY COUNTY <br /> ECONOMIC DEVELOPMENT PROCESS <br /> STATUS REPORT <br /> A. INTRODUCTION <br /> Two economic development focus group sessions were conducted by <br /> Ramsey County on January 11 (Goals) and February 8, 1991 (Programs <br /> and Resource Potential). They were attended by City and County <br /> Staffers, Metro East and Chamber of Commerce representatives. Their <br /> purposes were: 1) to improve the working relationship between <br /> Ramsey County and its constituent municipalities, and 2) to build a <br /> consensus among the County's governmental units over the planning <br /> and implementation of economic development programs. The following <br /> is an abbreviated summary of the workshops conclusions. <br /> B. POTENTIAL GOALS <br /> • Recognize the importance of coordinating economic development <br /> activities with all levels and units of government and business, in <br /> particular Metro East and other metropolitan andstate economic <br /> development interests where benefits may accrue to Ramsey County <br /> and its constituent Cities and Towns. <br /> • Improve the business climate by improving the County's image and <br /> making it a more attractive place to do business, correcting taxation <br /> disincentives and providing needed infrastructure in support of <br /> business retention and attraction. <br /> • Create jobs and enhance the County's tax base through the generation <br /> of new bu-s-i-n-e-s-sem the rcten-ti-o-n—of exist-ing—basiiess- t-he <br /> redevelopment of blighted and obsolete properties and the education <br /> and training of the workforce. <br /> • Coordinate economic development activities county-wide by <br /> developing objectives/guidelines for the use of economic <br /> development tools, forming public/private partnerships, involving <br /> the business community in economic development planning and <br /> program implementation and i iinating barriers to economic <br /> development within the County while avoiding the duplication of <br /> efforts/programs and maintaining local control and implementation <br /> discretion. <br />
