Parking <br /> One of the greatest complaints that residents have about outdoor <br /> concerts is the amount of off-street parking that they generate, <br /> especially in residential areas. By having a concert in a <br /> parking lot, the host restaurant or bar takes up parking <br /> ordinarily used for ciistnmprs, causing the concert-goers to park <br /> elsewhere. <br /> One possible solution to this problem is to require that a host <br /> restaurant or bar provide enough parking for a concert to keep <br /> them in conformance to municipal code. For example, if a bar was <br /> required to have 75 off-street parking spaces per City Code and <br /> ordinarily had 100 spaces available, it could use no more than 25 <br /> spaces for its outdoor concert unless it provided for off-street <br /> parking at an adjacent business. The adjacency requirement would <br /> prevent an applicant from wanting to shuttle patrons from another <br /> site, something that would likely result in people simply <br /> continuing to park on the City Streets. <br /> As a part of their permit approval processes, the Cities of Arden <br /> Hills and Spring Lake Park require that applicants find adequate <br /> off-street parking for their concerts. Spring Lake Park did not <br /> allow on-street parking at all at the last outdoor concert that <br /> it approved. <br /> One problem that arises from this solution is that Robert's Off <br /> 10 and the Bel-Rae Ballroom are not in conformance with the <br /> parking code now and could not have outdoor concerts in their <br /> lots without finding more parking. The Bel-Rae might be able to <br /> find adjacent parking that would meet the concerts ordinance, but <br /> because of its 1-ecat onIt—would-be very d f-f-i-e-u-1t or—Robe-r-t's <br /> Off 10 to do so. The Mermaid would still be able to hold <br /> outdoor concerts, as it has more parking spaces than are required <br /> by Code. If the Mermaid wanted to hold a very large concert, <br /> there is parking available at adjacent businesses should those <br /> businesses be willing to provide them. <br /> 5 . Security <br /> Security could be evaluated by the Chief of Police prior to the <br /> issuance of a concert permit. Because security needs will differ <br /> with the type of concert that is being held, the expected <br /> attendance, and the time of the year that the concert is to be <br /> held, security might best be handled on a case by case basis . <br />
