Permit Procedure <br /> If the Council determines that the best procedure to follow is a <br /> preliminary approval by the Chief of Police followed by final <br /> approval of the City Council, some sort of timeline for <br /> application should be instituted. This will prevent an applicant <br /> from expecting apprnval from the Police Chief on a Friday and <br /> Council approval on a Monday in order to hold a concert on the <br /> following Friday. A 30-day application procedure would give both <br /> the Police Chief and the City Council time to give the proposal <br /> full consideration. <br />
