4M <br /> Page 1 of the October 30th memo, attached, to the RCLGSSC <br /> represents the staff Steering Committee's recommendation that <br /> before any recommendations be made to the legislature, additional <br /> study on financial and implementation impacts, goverence and <br /> legislative issues must be addressed. It is the staff Steering <br /> Committee's fear that this Commission is going to suggest <br /> recommendations for consolidation to the legislature that are <br /> merely surface level observations and the legislature will go off <br /> willy nilly without vital information. <br /> The staff Steering Committee is meeting today to try to develop a <br /> strategy to offset the powerful force of the St. Paul lobby as well <br /> as the Commission's belief that everything has to be accomplished <br /> in the impossible timeframe given them by the legislature. The <br /> feeling of the Steering Committee is that it is in the best <br /> interest of St. Paul, the suburban communities, Ramsey County and <br /> the Study Commission to concentrate only on one or two areas of <br /> service consolidation that can be and should be accomplished within <br /> the timeframe set out by the legislation. <br /> REGIONAL SENIOR CENTER <br /> The Senior Center Task Force has held two meetings and is moving <br /> forward with efforts to determine final site, funding resources and <br /> mechanisms if the project is to proceed. <br /> The minutes (approved and unapproved) of the two meetings are <br /> attached for your records. The managers and administrators are <br /> meeting with representatives of the Met Council today to seek <br /> their assistance in funding both program and initial start up <br /> costs . Two weeks ago, the managers and administrators met with <br /> Senator Novak and Representative Johnson to gain their support. One <br /> of the issues that concerned them was the degree to which area wide <br /> support from the senior population had been determined. They <br /> suggested the senior population in all four communities be <br /> surveyed. This issue was addressed at the last Task Force meeting. <br /> The consensus of the Task Force was to move forward with the survey <br /> • . ' . - . . a11t. This mea^cam—�dd3 onal—expcndi-tt-res for <br /> all participating cities . As soon as the details of the proposed <br /> survey are finalized, I will provide an update. <br /> The next meeting of the Senior Center Task Force will be held in <br /> Mounds View on November 6th at the Wildwood Manor community room. <br /> SENIOR HOUSING <br /> The company which built the senior housingproject, Golden Pond,_in <br /> New Brighton, Ark Development, has expressed interest in the land <br /> directly across from City Hall for the purpose of building a senior <br /> housing complex. Tim Nelson, of Everest Development, is acting as <br /> the liaison with the company and is trying to make contact with the <br /> 3 <br />
