Nothing more to report at <br /> this time, but I've made it very clear to Ark that Mounds View is <br /> very interested in a senior housing project. <br /> GOLF COURSE <br /> Mary Saarion, Ric Minetor, myself and SEH representatives met last <br /> week to discuss the next phase of the golf course proposal. The two <br /> most immediate steps to be taken include submission of the <br /> application for the Nationwide Section 404 Permit from the Corps <br /> and initiation of the process to relocate County Ditch No. 1. I <br /> have asked Randy Thorson of SEH to develop a timeline, process and <br /> procedure outline and cost estimate for these two items. As soon as <br /> they are completed, we will submit this to you. <br /> I will be meeting with Jim O'Meara during the week of November 11th <br /> to begin developing the financial process for the implementation of <br /> the golf course proposal. This process will include not only steps <br /> for land acquisition but also the mechanisms by which the City will <br /> fund initial construction and on-going operations . I hope to have <br /> preliminary information for you at the December work session. <br /> HOUSING STOCK ANALYSIS <br /> Carla (the Planning Intern) , Tim Cruishank and I met with County <br /> representatives this week to discuss the County's programs for <br /> housing improvement loans and grants. The County has provided us <br /> with a computer printout of the houses in Mounds View which, <br /> according to County criteria, are considered substandard. We also <br /> reviewed the various different programs which are available for <br /> cities to us to assist residents in rehabbing their homes. Because <br /> programs do exist, but few people in the community are aware of <br /> them, the plan is to develop a series of housing rehab workshops <br /> which would involve County and City personnel to describe the <br /> programs and process for application. Details have not been <br /> finalized with the County, but they share our enthusiasm in this <br /> process . <br /> REDEVELOPMENT ISSUES <br /> Jim O'Meara and I have been discussing the possible alternatives <br /> the City has for development and redevelopment activities such as <br /> a Housing and Redevelopment Authority or an Economic Development <br /> Authority. The creation of either of these instruments will allow <br /> the City to better address current and future development and <br /> redevelopment _activities _such-_- as- parcel --acquisition--and system <br /> rehab projects (Mounds View Square) . The plate is rather full <br /> right now so alternatives will be available for discussion after <br /> the first of the year. <br /> 4 <br />
