This tower is in extreme need of exterior <br /> painting as well as interior structural repairs and coating. The <br /> tower was taken out of service during the winter of 1990-91 due <br /> to icing problems in the past. The water elevation in this tower <br /> lags significantly behind tower #1, which keeps the tower from <br /> operating properly. At times it will not fill completely, and a <br /> very thick (over 5 foot) ice cap forms in the winter. In <br /> preparing specifications for painting this tower, a consultant <br /> specializing in tower work inspected the tower. Issues of concern <br /> were the interior coating and structural damage and the high lead <br /> content of the exterior paint. Cost estimates for repair and <br /> painting were in excess of $150,000 not including lead paint <br /> disposal concerns. These concerns might double the cost of the <br /> work, depending on the lead content of disposed material. <br /> Tower #1 was inspected this year. The top of the tower is in need <br /> of repair as---well a-s- needing -com�Yme interio-r s -r-uctu-r-al <br /> modifications. Again lead paint is an issue in recoating this <br /> tower. Complete repairs and painting were estimated to be in <br /> excess of $200,000, again depending on the extent of the lead <br /> paint issue. <br /> Council authorized Short-Elliott-Hendrickson to prepare an <br /> analysis of the existing storage and required storage , both <br /> quantity and _location.
