1991 LONG TERM FINANCIAL PLAN <br /> The 1991 Long Term Financial Plan prepared in compliance with Section 7.05 <br /> of the Home Rule Charter for the City of Mounds View is designed to <br /> provide a 5 year plan to meet the service level and capital improvement needs <br /> of the City. <br /> The plan is comprised of four elements evaluating the public service, capital <br /> improvement and long term revenue needs of the community and a capital <br /> budget summarizing the capital requirements for the City over the 5 year <br /> period. <br /> I. PUBLIC SERVICE PROGRAM <br /> The Public Service Program, as outlined in Section 7.05, <br /> Subdivision 2 of the Home Rule Charter, is to be: <br /> "...a continuing five-year plan for all public services <br /> estimating future needs for the public health, safety <br /> and welfare of the City. It shall measure the needs <br /> and objectives for each City Department, the <br /> standard of services described, and the impact of <br /> such service on the annual operating budget." <br /> Included in the 1991 Public Service Program are organizational <br /> charts showing the present and, where appropriate, future <br /> organza ion an. s a ng o eac o e i s •epa men s. • so <br /> attached is App-endix A showing thepresentorganization of the - - <br /> City down to the department level. <br /> The following is a review of each individual department, an <br /> outline of its basic objectives and a determination of what effect <br /> the needs of each individual department will have on the City's <br /> annual budget. <br /> A.
