Council, Advisory Commissions, Elections, City Hall, Legal, Fire, <br /> and Clerk-Administrator's office. <br /> 1) City Council - The City Council is comprised of five <br /> elected officials, the Mayor and four Councilmembers, <br /> serving non-consecutive terms who, as a body, are <br /> responsible for the administration of the City. Basically, <br /> the objectives of the City Council are identical to those of <br /> the City's Departments, as the Council sets the goals and <br /> policies which determine each department's objectives. It <br /> is anticipated that the level of service provided by the City <br /> Council, as it relates to being a division of the Adminis- <br /> tration section of this report, will not be changed and any <br /> increased impact on the City's budget will only result from <br /> inflationary factors, compensation increases, or increases in <br /> fees, dues, or other. expenses contained within the City <br /> Council budget. <br /> 2) Advisory Commissions - The City's active advisory <br /> commissions include Planning, Civil Service, Environmental <br /> Quality Task Force, Charter Commission and Parks and <br /> Recreation. The Commissions serve as advisory bodies to <br /> the City Council and, when functioning jointly with other <br /> political subdivisions, operate as an administrative body <br /> responsible to the City Council. An example of this is the <br /> North Suburban Cable Communications Commission, a <br /> consortium of 10 north suburban Ramsey County munici- <br /> palities established to coordinate the franchising and <br /> oversee the operation of• Cable TV service in the 10 <br /> municipalities of which the City is a member. <br /> It has been several years since the City Charter has been <br /> reviewed and updated according to current needs, future <br /> trends and community directives. At the 1991 Council/ <br /> Staff Goalsetting session, the City Council and staff <br /> identified the need to review the City Charter with the <br /> purpose of establishing consistency of practice with current <br /> needs and expectations of the Council, staff and the <br /> community. As a result of Goalsetting analysis, the <br /> Council will direct the Charter Commission to undertake <br /> 2 <br />
