an in-depth examination of the Charter based on Council <br /> guidelines. It is anticipated that the Charter Commission <br /> will report their recommendations to the Council in early <br /> 1992. <br /> It is not anticipated that the activities of the City's Comm- <br /> issions will significantly impact upon the annual budget. <br /> Any budgetary increases are expected to result from <br /> increases in general operating expense. <br /> 3) Elections - The election activities of the City include the <br /> maintenance of Voter Registration records, provision and <br /> maintenance of voting and ballot counting equipment, <br /> supplies and administrative services, including election <br /> judges, necessary for the legal and efficient conduct of <br /> elections. <br /> It is anticipated that basic election services will change over <br /> the next five years with the addition of a Presidential <br /> Primary beginning in 1992. Increased expenditures may be <br /> required when special elections are held which cannot be <br /> anticipated, or the State or Federal governments modify <br /> the rules and regulations for the conduct of elections. At <br /> the present time, the cost for conducting a Presidential <br /> Primary are uncertain as the Secretary of States Office has <br /> not promulgated rules which will guide the City in <br /> conducting this election. <br /> 4) City Hall - The City Hall Division of the Administration <br /> Department provides for the maintenance and operation of <br /> the City Hall building and office equipment, personnel <br /> services, costs of the receptionist, office supplies, postage <br /> and liability and automobile insurance premiums. <br /> In 1990, a City Hall Space Needs Study was conducted to <br /> evaluate the current City Hall facilities. As a result of the <br /> study and the increasing demands for work and storage <br /> space within City Hall, the Council, at the 1991 Goalsetting <br /> session, established the remodeling of City Hall as one of <br /> the top priorities for the next five years. <br /> 3 _ <br />
