• <br /> . Monitor the progress of the Highway 610 project. It is <br /> anticipated that the next five years will see significant mo- <br /> vement towards the completion of this highway system. <br /> Initiate a marketing plan for City. Estimated 1992 <br /> expenditure is approximately $2,000. <br /> Continued concentration on establishing a greater degree <br /> of financial independence. <br /> The next five years will see continued emphasis on cooperative <br /> efforts and joint ventures with other cities and government <br /> entities which will require creative methods to decrease service <br /> and operational costs to cities. <br /> Development and redevelopment issues in the coming years will <br /> be directly affected by the trends in the real estate market. The <br /> availability of financing is also more limited now than it has been <br /> in recent years. There are few sites remaining in the City which <br /> can be developed. The redevelopment sites generally require <br /> work in areas of acquisition, relocation and site clearance. All of <br /> these factors are difficult by themselves, but in combination, they <br /> represent a dramatic concentration of time and money. <br /> Housing is also a major consideration for City efforts in the next <br /> five years. A decline in the quality and visual appearance of a <br /> City's housing stock is perhaps one of the leading indicators of a <br /> City in trouble. If we want to establish Mounds View as "quite <br /> simply the Best city in the northern suburbs" we -must be <br /> prepared to take any and all steps which may be needed to <br /> maintain or improve the quality of our neighborhoods. <br /> B. Finance - The Finance Department, headed by the Finance <br /> Director, who also serves as Treasurer, coordinates the financial <br /> activities of the City.
