E. PARKS, RECREATION AND FORESTRY <br /> The goal of the Department is to develop a comprehensive and <br /> balanced system of parks, open space, trails and leisure oriented <br /> programs for all residents of Mounds View in as economic a <br /> manner as possible. Major areas of service provided by the <br /> Department are as follows: <br /> a. Recreation Program <br /> The objective of recreation programming is to enhance the <br /> opportunity for good quality of life with the provision of <br /> leisure recreational activities offering all city residents the <br /> opportunity for participation, enjoyment, socialization and <br /> physical activity. <br /> b. Park Improvements: <br /> The objective of park improvements is to develop a facility <br /> replacement schedule to promote safe and functional recre- <br /> ational facilities through the development of a park <br /> improvement plan as recommended by the Parks and <br /> Recreation Commission. <br /> c. Park Planning <br /> The objective or park planning is to provide a comprehens- <br /> ive system of park facilities for the enhancement of quality <br /> of life by offering parklands, trails and open spaces for <br /> leisure recreational pursuits and by providing facilities for <br /> the many diverse interests of the community in an effort to <br /> provide the entire community with options for participation <br /> in leisure recreational interests. <br /> b. Forestry-Program <br /> • <br /> The objective of the forestry program is to preserve and <br /> supplement the existing floral canopy in Mounds View and <br /> 24 <br />
