Ric Minetor, Acting City Administrator reviewed Staff Report No. 91- <br /> 71C Regarding Develo•ment A•reement for 2310 Count Road I . Minetor <br /> explained that Pat Siwek, representing the owner of the apartment <br /> building (the building involved in the recent fire) , has requested <br /> discussion with the Council on the requirements of the Development <br /> Agreement regarding the reconstruction of the building. Ms . Siwek <br /> stated she would be at tonight's meeting but was not present. <br /> Minetor stated that Pat Siwek's concern was the requirement of a <br /> Performance Bond and the valuation of the work for the conversion of a <br /> handicap accessible unit. The bond is an out-of-pocket expense that <br /> the owner will not be able to recover. A deposit would provide similar <br /> security, and the owner would then not have an out-of-pocket cost when <br /> • the work was completed and the security returned. <br /> Minetor stated that the valuation of the conversion work was set at <br /> $25,000 during the Council's previous discussion of this matter. <br /> After additional review of the building and the plans for <br /> conversion, the building inspector and Minetor agreed that the <br /> valuation of the work was excessive. The owner suggests that the <br /> work would cost approximately $4,000 but Minetor stated it would <br /> be between $5, 000 and $7,500 . Minetor stated that a revised <br /> value of the deposit is justified. <br /> Mayor Linke received plans and bids on the handicapped accessible <br /> unit. The bid includes material and labor but no wood or sheetrock <br /> and-the-laidtotalis $4,7-0v 4aye -Lai ke-would-reconsider th- <br /> $25,000 performance bond but still stated the work will cost in <br /> excess of $5, 000 . <br /> Councilmember Quick called a point of order in stating that the <br /> Council had previously passed a resolution regarding this item. <br /> City Attorney Barney affirmed that the resolution approving the <br /> Development Agreement had been redrafted to include a $25,000 <br /> performance bond. <br /> 111 <br />
