Mounds View City Council April 24, 2006 <br />Regular Meeting Page 19 <br /> <br />Councilmember Flaherty stated he has no problem with public feedback on decision making, but 1 <br />he does not believe the question as presented gives the entire scope of what the possibility is. He 2 <br />stated he does not believe the question as it is stated should be on the Town Hall Survey. 3 <br /> 4 <br /> Ayes – 2 Nays – 3 (Flaherty, Gunn, Thomas) 5 <br /> 6 <br />Motion fails for lack of a majority. 7 <br /> 8 <br />Director Ericson asked if the reconsideration of the Ordinance requires that it goes back to the 9 <br />First Reading. 10 <br /> 11 <br />City Attorney Riggs indicated the Charter is not clear on that issue, but the Council has discretion 12 <br />in the Readings for decision making. He stated the Ordinance was reconsidered, and that pulls it 13 <br />pulls it back to the First Reading. 14 <br /> 15 <br />Councilmember Stigney withdrew his original motion. 16 <br /> 17 <br />Mayor Marty withdraw his original second. 18 <br /> 19 <br />City Attorney Riggs stated that the withdrawals should have occurred at the time of the 20 <br />amendments. 21 <br /> 22 <br />MOTION/SECOND: FLAHERTY/MARTY. To postpone Ordinance 769, an Ordinance 23 <br />Amending Chapter 1008 of the Municipal Code relating to Signs and Billboards, until the May 8, 24 <br />2006, City Council meeting. 25 <br /> 26 <br />Councilmember Stigney asked Councilmember Flaherty what he expects to happen from now 27 <br />until the next Council meeting. Councilmember Flaherty responded that input will be received at 28 <br />the Town Hall Meeting, a rendering will be received, and it will be discussed at the work session. 29 <br />He stated he feels it is warranted at this particular time. 30 <br /> 31 <br />Councilmember Thomas stated that the Council has already discussed this to a significant extent, 32 <br />and that she does not believe there is any further information that can be deemed from the Town 33 <br />Hall Meeting. She stated that she does not see that it actually changes anything. 34 <br /> 35 <br /> Ayes – 3 Nays – 2 (Gunn, Thomas) Motion carried. 36 <br /> 37 <br />Mayor Marty asked Mr. McCarver for the renderings as soon as possible. Mr. McCarver stated 38 <br />he will try to do that although he has not made application, but the drawings could be put on 39 <br />white paper. He suggested the previous renderings could be used. 40 <br /> 41 <br />Director Ericson stated they would be presented at the worksession. 42 <br /> 43 <br />Mr. Hall asked if the question will be reworded for the Town Hall Meeting. Mayor Marty 44 <br />indicated that the questions are only a draft version. 45
