<br />Item No: 7G <br />Meeting Date: May 22, 2006 <br />Type of Business: CB <br />Administrator Review : _______ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Resolution 6824, Authorization to Hire a Temporary Full-time <br />Building Inspector in the Community Development Department <br /> <br />Introduction: <br /> <br />With the approval of the Medtronic project and subsequent land sale, there is a need to hire <br />additional staff to deal with the workload created by the Medtronic project construction. The <br />Council authorized advertising for a full time temporary building Inspector on November 14, 2005. <br />On December 4, 2005, the posting was published online with the League of Minnesota Cities, <br />and in print in the Minneapolis Star Tribune. Applications for the position were received through <br />December 22, 2005. On January 23, 2006, the City Council authorized the hire of Isaac <br />Stensland. Mr. Stensland began his employment with the City on January 30, 2006 and worked <br />until May 3, 2006, at which point he took a permanent full time position in another community. <br />Because of Mr. Stensland’s departure, however unfortunate, we reconsidered our options relative <br />to staffing levels necessary to address our present needs. <br /> <br />Discussion: <br /> <br />Upon learning of Mr. Stensland’s resignation, Building Official Osmonson and I considered our <br />options regarding replacement. Three viable alternatives were considered—readvertising for the <br />position, hiring the next available candidate originally interviewed in January, or contracting with a <br />private inspection firm on a long-term basis to satisfy our inspection needs. Each of the <br />alternatives were reviewed based on the anticipated pros and cons. <br /> <br />OPTION PROs CONs <br />Re-advertise for the <br />position <br />o Create a new list of potential <br />candidates to fill the position <br />o Cost to advertise is expensive <br />o Amount of time involved at <br />least two months <br /> <br />Hire Candidate #2 o Application process complete <br />o Interviews already conducted <br />o Candidate can start immediately <br />o Limits applicant pool to those <br />who applied in December <br />Contract with a <br />private inspection <br />firm <br />o Can begin immediately <br />o Little or no training required <br />o Cost to exceed $65 per hour <br />o Would not do administrative <br />tasks, necessitating the hire of <br />a pt temp admin assistant <br /> <br />Based on the above considerations, Ms. Osmonson and I concluded that it would be most cost- <br />effective and most expeditious to offer the position to the next qualified candidate, that person <br />being Mr. Donald Burda. <br />
