Item No. 7O <br />Meeting Date: June 12, 2006 <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution 6844 Appointing Mike Schnur as the <br />Lead Utility Worker and Authorizing the <br />Advertisement for the Vacancy in the Water <br />Division of the Public Works Department <br /> <br />Background: <br />The Lead Utility Worker is currently assigned to the Water Division of the Public <br />Works Department. This position is responsible for operation maintenance and <br />monitoring of the City’s entire water supply system. The State of Minnesota <br />requires that the person operating the City’s water system maintain a Class B <br />Water License; therefore is a requirement for the Lead Utility Worker. The former <br />Lead Utility Worker, Bill Hanggi, retired from this position on May 31, 2006. <br /> <br />On May 8, 2006, the City Council approved Resolution 6808 authorizing the <br />advertisement for the Public Works Lead Utility Worker Position. Advertisement <br />for applications was placed in the Star Tribune as well as the Saint Paul Pioneer <br />Press. It was also advertised in the New Brighton–Mounds View Bulletin. <br /> <br /> <br />Discussion <br />The City received a total of six (6) applications for this vacant position. Only one <br />met the minimum requirement of possessing a valid Class B Water License; this <br />application was submitted by Michael Schnur. Mr Schnur is currently employed <br />by the City of Mounds View in the Water Division of in the Public Works <br />Department. <br /> <br />Mr. Schnur started his employment with the City of Mounds View in 1997 as a <br />seasonal employee. He was hired as a full-time maintenance employee in 1998 <br />and worked in the Sanitary Sewer Division. On January 27, 2003, Mr. Schnur <br />was appointed to Water Division via Resolution 5933. <br /> <br />The Public Works Director has met with Mr. Schnur to discuss his interest and <br />qualifications, as well as expectations for this position. The Director recommends <br />that Mr. Schnur be appointed to fill the vacant Lead Utility Worker position in the <br />Water Division of the Public Works Department. It is also recommended that this
